Suspected cases of oil smuggling from Albania to Kosovo, through Morina Customs, and alleged maneuvers in customs procedures, have been repeatedly denounced in the media of both countries.
Meanwhile, another specific case has recently come to light, which raises serious questions about the functioning of controls and requires verifications by the responsible structures of the General Directorate of Customs.
It is a truck loaded with diesel, which was heading from Durrës to Kosovo and was stopped in Morinë after irregularities were found in customs security elements.
According to the complaint data, the cargo was traveling with transit practice no. 5271, dated August 28, 2026, with the truck with license plates AB73*ZH / 0541*XC. The vehicle was transporting diesel, with the declared owner of the cargo being Kosovar citizen Burim V., while it was driven by driver Vjonis B..
During the inspection by customs services and the land anti-smuggling group in Morina, it was learned that irregularities were found in the customs lead stamps with numbers 26ALP1103185 and 26ALP1103186.
The irregularity was referred by the customs officers who discovered it, precisely to the Operational Investigation Department, through the Monitoring Sector, informing the Investigation Directorate about the case.
The detection of irregularities in customs seals requires verification of the integrity of the cargo, as these elements serve to guarantee that the goods have not been opened or manipulated during transit. This is because otherwise the situation refers to oil smuggling.
However, the truck was kept blocked for four days and then allowed to continue on its way, raising questions about how the procedure was completed after the intervention of the Deputy Director of Customs, Mr. Erald Delilaj.
The serious circumstances described in the complaint require verification of the documentation of the procedure, especially whether the violation was officially established, what measures were taken and on what basis the continuation of the transit was allowed.
Who authorized the release of the truck after four days? Was a full physical check of the load carried out and the amount of oil verified? Where are the minutes and final acts of this procedure?
These are questions that must be answered by the General Directorate of Customs and the competent investigative bodies./ skyweb.al
