The Albanian Investment Corporation, created for the alienation of public assets, opened the competition a few months ago for the “Faith Park” project, in the Petrela area of Tirana. On a huge area of 210 thousand square meters, hotels and restaurants will be built, with the “camouflage” of religious harmony.
A gigantic project that also affects the Petrela Castle and the hill surrounding this cultural monument. The Corporation groups have made measurements and have decided that construction will be carried out throughout the area, mainly hotels, bars and restaurants. There will even be mini-projects of different faiths throughout the area.
For several weeks, around 30 international studios submitted projects to the Corporation, with only 12 qualifying for the next phase.
According to documents available to VoxNews, the Corporation writes that on July 11, 2025, the bid evaluation committee completed the evaluation process of this phase and, at its conclusion, 12 international teams qualified for the short list.
So far, the competition is led by a consortium of companies with the Albanian company “Abkons” as a subcontractor. The Abkons company is owned by Mr. Besnik Leskaj and Redjan Basha. The Leskaj brothers, Besnik and Arjani, are owners of several companies that have obtained construction permits, and have even been declared strategic investors in recent years.
Which firms are the strongest "opponents" of the Leskaj family?! According to the Corporation's document, the second firm in the race is again a consortium of operators, with foreign design firms. But what stands out is the Albanian company Atelier4, a firm owned by the brothers Alban, Andi and Olsi Efthimi.
The company in question was initially recognized as one of the largest beneficiaries of design and then construction tenders. The same company has received dozens of permits from the National Territorial Council for multi-story construction.
Two very strong families, with connections all the way up in the state dome, who will compete with each other for a big chunk of the prize. The other candidates are mergers of Albanian and foreign firms, where the project will be done first and then the construction. They are some of the firms preferred by Prime Minister Rama, who have also won other projects in Albania such as “Casanova + Hernandez” ranked fifth, “JV BOLLES + WILLSON” ranked sixth or even “Bjarke Ingels Group” ranked seventh.
According to documents available to VoxNews, the Albanian state is ready to give a private company an area of 210 thousand square meters to build hotels and restaurants. It is learned that within this area is also located the Castle, which is a cultural monument.
A government initiative for religious harmony and tolerance, where "copies" of several cultural monuments around the world, Islamic, Christian, Buddhist or even other faiths, will be built. However, from the documents that VoxNews has researched, it results that, within the Park of Faith, numerous hotels and restaurants will be built, alienating the entire area, most of which is state-owned.
"The proposed competition site is located in the Petrela area, on an area of approximately 210,000 m2. The positioning on the edge of the Erzen valley and the contrast of hills and valleys has encouraged the development of tourist structures (hotels, guesthouses and bar restaurants) and sports-tourist activities (Zip Line Albania). In the area and its vicinity, there are a number of historical attractions such as the Petrela Castle, the ancient settlement of Persqop and the Museum of the History of the Armed Forces," these documents state.
But what will be built in that area?! According to documents researched by VoxNews, hotels and restaurants will be built in the entire area, "camouflaging" the faith. "Hospitable Shelters - Accommodations will be configured in low-rise structures that will serve as "shelters" to improve mental and physical well-being, equipped with elements that promote environmental harmony, community well-being and spiritual attitude," the documents state.
According to them, up to 75 units are designed to accommodate different visitor profiles, including wellness tourists, spiritual pilgrims and VIP visitors. Meanwhile, there will also be low-impact accommodation. “Sustainable Structures – These units are an essential part of the wellness experience, designed to support the park’s green infrastructure and maintain sustainable practices. The design of an additional 25 units with various configurations to accommodate individuals and groups seeking holistic wellness retreats,” the documents state.
In short, 100 hotels will be built in the entire area! But, the Corporation has also planned to build restaurants.
"Services that offer a variety of different foods and beverages, respecting the religious and dietary preferences of visitors. Capacity to easily accommodate the typical flow of visitors to the park's cultural spaces as well as guests in the hospitality structures," says the Corporation.
