The series of abusive tenders of the Albanian Road Authority for the construction of roads in Albania, continues to cause economic "bloodshed" in the state budget.
The turn has already come to the company "Gjikuria" which has won the tender 1.18 billion ALL or 9.7 million euros for the reconstruction of the 19 km long axis Maliq-Lozhan of RiStrelca, with an offer of 98.4% of the fund limit
"Gjikuria" has offered 1.16 billion ALL, while the scandal deepens, as this offer is ranked fifth in terms of price. The best offer given by the union of operators, led by the company "Arifaj", was 1 billion ALL or 8.7 million euros, full 1 million euros more convenient than the offer given by the company "Gjikuria".
Then in turn are three other best offers, but which have been disqualified by the Albanian Road Authority, led by Evis Berberi.
For the construction of Maliq-Lozhan i Ri-Strelcë, the Albanian Road Authority has qualified five of them, among them 3 best bids and 2 higher than the winning bid given by the company "Gjikuria".
This tender is placed in the category of red flag tenders, as it seems doubtful how for such a contract of millions of euros, there were no other competitors in the competition. All of the above facts raise strong doubts that we are dealing with a predetermined winner.
The same happened with lot 8 of "Kardhiq-Delvinë", where the company "GENER 2" was declared the winner, with 99.7% of the limit fund, in the amount of 12 million euros.
