At a time when civil society has been quietly invested in the protection of Vjosa in the south of the country, in the north it is being quietly destroyed by the Ulaj Union one of the pearls of the Alps. Iron concrete is being thrown into Vjosa's bed, despite the area enjoying legally protected status and theoretically the government has given priority to tourism and agro-tourism.
As seen in two videos below provided by the Voxnews.al, concrete and sewer embanked the normal river flow, endangering the fauna and flora of this area.
The destruction of nature and the challenge that the Ulaj Union has done to the authorities in this area is not innovation. Two hydropower plants built by it without environmental permits and construction are still standing, despite the Supreme Court ruling ordering their suspension.
In addition, charges have been filed against the Ulaj Union that it has threatened, indicted and blackmailed local residents and American citizen Cathrine Bohne of the Land Association due to opposition to the construction of HECs in the protected area.
U.S. citizen Cathrine Bohne and former deputy mayor of Tropoja, Kasmet Ponari, founder of the association "Earth" claimed this during a television interview a short time ago.
"They said to me personally, "What do you have? You're not from Valbone. Such things in conflict attempts. Not only pressure form, but also threat. I have made escalation and fasting and once became a teacher," Ponari said.
He says that the very opposition of the HECs in Valbona has also been the reason why he was dismissed from the post of deputy mayor of Tropoja. Meanwhile, U.S. stateswoman Cathrine Bohne said the fact that she has an American passport has somewhat protected her from direct threats, but claims she has been indicted in court for image destruction.
"They're a little more careful of me, because I have an American passport. I've been charged with image damage and demanded two million leks from me, because he wrote badly on Facebook and i spoke to the media," she said.
The U.S. citizen, who has made The Oblast her home since 2009, says that during all this collision and time has realized that the problem is in the dysfunction of the state.
"We are at a point that HEC has finished. Today it's an environmental problem, but it exists, because the state doesn't work, the system doesn't work. When HEC didn't have a building permit, we made a criminal crime report, because one was arrested for building a stan without permission. But it took the Prosecutor of The Oblast two years to investigate. What he had to investigate, who has permission or not, that's it! I later learned that the law does not allow investigations after 3 months," Bohne says.
They denounce that even after the Supreme Court's decision that gave the association the right "Earth" are facing the drags of the state-owned office to execute the decision. According to them, the end avoids tasks that are reasoned by the strangest. In a completely absurd and unlegal case, they were told that the Court of Tropoja had made a decision that had overturned the decision of the Court of Appeal.
In another case he advised them to implement the Supreme Court's decision to pay a private bidder to carry out the same task.
The HECs in Valbona have ended, what "suspended" the Supreme Court?
The Supreme Court's decision to suspend work on the two hydropower plants built on the River Valbona is the best illustration of the postulate that "delayed justice is justice lacking".
The absurdist is that the Supreme Court ordered the suspension of work on the construction of the Dragobia HEC and Ceremi HEC, while work on the construction of these two HECs has been completed. In the Energy Regulatory Entity's 2020 report, the two hydropower plants are part of the list of HECs that have linked agreements to connect to the grid within 2021 and sell power. In total, according to ERE, the two HECs have a production capacity of 22 MegaEatts.
