A scandal comes from Pristina, the capital of Kosovo, where a company has begun construction of a multi-story building without any permission from local authorities.

The complaint was made by residents of the area, who sent photos and videos of the vehicles and workers of a construction company.

Moreover, these works have also caused damage to the homes of residents of the area, while no controlling institution from the Municipality of Pristina has come to stop the works or take measures for the damage that has been caused.

The scandal deepens even further, as the company "Geshtenja Group" has not received any construction permits, although its workers and heavy equipment have been in the "Muhaxhirët" neighborhood for many months.

It seems a typical case of chaotic events and construction in Albania, where our "brothers" have copied in the worst way the construction of towers in every place without a place.

It seems that the firm "Chestnut Group" is speeding up the construction of the palace due to the not-at-all-normal situation of the central government, where institutions have not been able to be established for a long time after the parliamentary elections, where no political force was able to gain a majority.

Moreover, the same firm is also being favored by the electoral campaign for the local elections in Kosovo, where in 1 month voting will be held in all municipalities. It is precisely these institutional deadlocks that have favored chaos, where workers and vehicles work day and night without any relevant permits.

But how can you build a building when you haven't received any permits? This can be said by local institutions, control institutions or even law enforcement agencies in Pristina and Kosovo. Works without permits are a serious criminal offense. Also, works without criteria, damaging the surrounding apartments, are doubly dangerous for the lives of residents and again a criminal offense.

According to a document available to the VoxNews editorial team, which was served to them by the residents of the area, the Municipality of Pristina writes quite clearly that "with the request dated April 26, 2024, the legal entity and the owners have applied for a construction permit, which request is under consideration". Written in black and white, it is emphasized that "it is under consideration". Which means that there is no permit and the officials of the Municipality of Pristina have not yet processed it. It all translates into works without a permit, which will require the intervention of other bodies, whether administratively or even criminally, with a measure of detention or arrest.

The municipality has responded to the residents that "for construction without a permit and exceeding construction permits, it is the competence of the Construction Inspection of the Municipality of Pristina". This institution should have gone or should go urgently to that place to carry out verifications. But, it seems that so far, no one has gone, where in addition to the builder, these institutions should also be punished legally.

The Municipality of Pristina emphasizes that with the decision of June 29, 2010, it approved the regulatory plan "Muhaxhirët", in Pristina, based on which the entire area included in the regulatory plan, the construction of multi-residential & commercial buildings is foreseen, based on the criteria of the comprehensive plan. "The legal entity 'Geshtenja Group' from Pristina, according to the decision of October 21, 2022, possesses construction conditions in the name of the owners Bujar, Bajram, Qamil and Agron Bullatovici and Ramiz Gashi from Pristina" it is written in the documents, but the application is "under consideration".

But what is happening on the ground, specifically in the "Muhaxhirët" neighborhood in Pristina? According to photos and videos that have reached the VoxNews editorial office, the firm has begun digging the palace's pit.

Heavy vehicles from the "Chestnut Group" have gone to the area and are carrying out work, turning the neighborhood into a large construction site.

The workers have even carried out heavy work, damaging surrounding homes. All work is carried out openly, without any fear, even though the building does not have a permit.

It seems that the institutions or officials of the Municipality of Pristina should also look at these constructions and not just the electoral campaign.

If any of these officials went to the neighborhood, did they close their eyes and ears?

They should open it now, as the builder has committed several criminal offenses, while the greatest damage is being done to the residents of the area.

If they didn't intervene yesterday, today it's too late!
