PARLIAMENT

Following tensions in the plenary session of October 29, Socialist Party deputies have addressed the Secretariat for Procedures, Voting and Ethics with a request for disciplinary measures against Sali Berisha and six other opposition deputies.

Following the chaos created in today's plenary session in the Assembly, the exclusion of the leader of the Democratic Party, Sali Berisha, for 10 days, as well as six other opposition MPs for 60 days from participation in committees and plenary sessions has been requested.

In the request addressed to the Speaker of the Assembly, Niko Peleshi, and the Secretariat for Procedures, Voting and Ethics, it is alleged that the DP deputies obstructed the normal development of parliamentary proceedings from the outset, blocking the rostrum and creating tensions during the session.

According to the request, during his speech in the Assembly, Sali Berisha used unparliamentary language and incited violence. In his speech, Berisha stated that the rubber bullets and tear gas used during the protests should be thrown at the deputies of the Socialist Party.

The petitioners argue that these statements constitute a violation of the Code of Conduct for Members of Parliament and the Rules of Procedure of the Assembly.

Tensions continued during the voting on the agenda items. The filed document alleges that MPs Bledion Nallbati, Ivi Kaso, Blendi Himçi and Xhelal Mziu used pyrotechnic substances or devices, while Blendi Himçi, Albana Vokshi and Klodiana Çapja threw hard objects at the chair of the session and members of the Council of Ministers.

The request also mentions the blocking of the rostrum, the constant noise and the use of inflatable devices by other opposition MPs, actions that, according to the requesting party, prevented the orderly conduct of parliamentary procedures.

According to the submitted request, the proposed disciplinary measures are:

Sali Berisha: 10-day suspension.

Bledion Nallbati: exclusion for 60 days.

Ivi Kaso : exclusion for 60 days.

Blendi Himç : exclusion for 60 days.

Xhelal Mziu : exclusion for 60 days.

Albana Vokshi : exclusion for 60 days.

Klodiana Çapja : exemption for 60 days.

The request is based on Articles 63 and 65/1 of the Rules of Procedure of the Assembly, as well as Article 6 of the Code of Conduct of Members of Parliament.

The proposed measure against Berisha is related to the language used during the session, while the other six MPs are being asked to be suspended for 60 days for the actions attributed to them in the document.
