After the denunciation made by VOX News on December 10, 2025 and which was welcomed by readers and public opinion, the Editorial Board thought that this practice of construction abuse would be stopped.

But today we were informed by the residents of the building where 12 floors are being built ( plus three underground floors ), that employees of the Walter Construction company yesterday surrounded the square next to the building, occupying the area abusively without receiving final approval and the main permit from the General Directorate of Water Supply and Sewerage.

Residents have notified and requested the assistance of the State Police and IKMT, but we are awaiting concrete measures and the removal of the illegal fence.

The editorial staff of VOX News  has been informed by residents that the General Directorate of Water Supply and Sewerage of Tirana sent an official response to the Walter Construction company at the end of December 2025, stating the impossibility of moving the pipes and sewers in the free space between the two existing buildings (6 meters) and the footprint of the building, where the 12-story building is planned to be built, as pipes with a dimension of Ø 400mm and a sewage pipeline with a dimension of Ø 800mm pass there, which are in working condition:

UKT has previously informed the Territorial Development Agency (TDA) about this situation with letter No. K-2228 dated 10.09.2025, but no steps have been taken by it to stop this project.

Meanwhile, on its website/Instagram, the Walter Construction company has published an announcement that the year 2026 will begin with the construction of Walter Tower , and it is no wonder, residents say, that the sale of apartments has also begun, when the company has not received the final construction permit.

Referring to the response of the General Directorate of UKT, the question arises: Will the decision of the NKSH on the conditional permission for the construction of this building be implemented, when point 3 of decision No. 35 dated 17.12.2024 (technical-legal documentation) is not met?

In a situation where the conditional construction permit cannot actually be implemented, the granted permit, which should have been implemented within 90 days of the decision, must be canceled.

Will the KKT cancel the conditional permit (Decision No. 35 dated 17.12.2024)?

Wouldn't it have been more fair, after submitting the complete documentation along with the fulfillment of the technical construction conditions to the AZT, to give approval for the issuance of the permit by the KKT?

Why are projects approved by the Technical Committee when the technical documentation has not been submitted in full?!

Such a practice, when permission is initially granted (even if conditional) by the highest state authority (the KCT chaired by the Prime Minister of the Republic), places other institutions below it, such as the UKT, the environmental directorate, etc., under the pressure of a fait accompli and the pressure of construction companies, which will use all means to achieve their objectives, not excluding in some cases the corruption of UKT officials and other directorates, who must grant approvals for the completion of the technical-legal documentation.

And then it is the latter who pay the "bill" to SPAK and the courts for abusive cases.

In this specific case, the position of the UKT Directorate is appreciated, as it has made a realistic reassessment of the situation and has not succumbed to pressure to approve the relocation of the pipelines and the construction permit for this building near "Brryl".

Prime Minister Edi Rama, as chairman of the KKT, has the opportunity to prove that the state's actions to free up public spaces are not simply propaganda.

The cancellation by the KKT of the conditional permit for the 12-story building will give residents near "Brryl" the opportunity to transform the vacant space into a green and recreational space.
