How the Greek media interpret the arrest of Goros

The arrest of the acting mayor of Himara, Jorgo Goro, has received a lot of attention in the Greek media.

CNN, Protothema, Newsbomb and many other media reporting the arrest of Goro by SPAK, point out that Goro is behind bars thanks to the report made by the elected mayor Fredi Beleri, convicted a few weeks ago by the Special Court on charges of corruption in the election.

"Kathimerini" writes that Goro did not resign despite losing the election, while CNN.gr emphasizes the fact that the case is related to a land where Artan Gaçi, the husband of former minister Olta Xhaçka, has invested.

Protothema goes even further by underlining that this arrest is not a coincidence, while mentioning the fact that a few days ago Prime Minister Edi Rama appointed Vangjel Tavo as Prefect of Vlora District.

In its long analysis, the newspaper "Protothema" writes that Goro's arrest comes after numerous denunciations of "abuse of duty" and "alienation of property". The Greek newspaper considers the arrest a scenario that eases Rama's position with the case.

"You are impressed by the fact that this development, with the arrest of Goro, who until now had not agreed to resign, facilitates Rama's manipulations. This is after the Supreme Court had emphasized that his stay in the position of mayor is illegal.

At the same time, Athens also opposed Goro's position as mayor even though he had lost the elections. Perhaps the moment of the arrest is not a coincidence, since a few days ago Rama appointed the former minority deputy of the SP Vangjel Tavo, who is also responsible for the supervision and management of the city of Himara, to the post of prefect of the Vlora district. writes Protothema.

"Most likely, the Albanian side hopes that with this "theft" it will calm the Greek reactions even after Goro stole the municipality of Himara from Beler, the winner of the elections, even though the presence of Tavo, another representative of the minority, has no connection with Himara and OMONIA", writes the Greek newspaper.

Goro's arrest

The Acting Mayor of the Municipality of Himara, Jorgo Goro, was arrested on Saturday afternoon, under the suspicion that, through forged documents, he allowed the irregular registration of two real estate properties on the coast, which, after several transactions, were transferred to the entrepreneur Artan Gaçi, husband of former Foreign Minister Olta Xhaçka, to build a tourist complex on the coast of Dhërmi.

Investigations into this case started after a report made in August by the elected mayor of Himara, Fredi Beleri, who was convicted a few weeks ago by the Special Court on charges of electoral corruption. According to the report, Goro forwarded for registration to the former ZVRPP (Local Real Estate Registration Office) Vlora an AMTP (Act of taking ownership of land) in the name of a resident of Himara (Photo Pavli Mëhilli) through procedures and documents falsified.

An arrest warrant has also been issued for Stavri Mihillit, heir to the property, but still unexecuted until yesterday evening. Meanwhile, two Cadastre officials in Vlora have ended up under house arrest. A house arrest warrant has also been issued for the Director of the Department of Land Protection and Management, in Himarë Municipality, Jerasimo Bashi. But this was not found by the police either.

charges

The elected mayor of Himara claimed a series of falsifications on the denounced surface, from the fact that it did not belong to the Mëhilli family, to its registration as land, while it was part of the agricultural fund. According to Mr. Beleri, "the cadastral number of the parcel determined in AMTP, for the area of 5512 m2, specifically with no. 36/36/1, do not match any of the cadastral numbers of the cadastral map, on the basis of which the division of agricultural land was made and that reflects the plots and the agricultural land fund of the Gjilek-Dhermi village cooperative in time, a map that the Himarë Municipality possesses".

According to the announcement of the Special Prosecutor's Office, Goro " in two different episodes committed actions contrary to the law. In cooperation with the Director of the Municipality, Bashi, without making any concrete verification according to legal obligations, have forwarded to the competent bodies completely falsified documents, making possible the registration of an area of 5512 m2 of agricultural land owned by the state, in favor of the subject. private. This area of land located in Dhërmi, Vlorë, after being registered in the public registers thanks to the illegal actions of the responsible persons (the two officials of the Cadastre of Vlora) has been alienated in favor of a private entity, stripping the state of its ownership".

According to the Special Prosecutor's Office, " this alienation was accompanied by unfair material benefit for the other citizen under investigation, Stavri Mëhilli". The latter, according to the Special Prosecutor's Office, "has used forged documents and forms more than once, in the presence of several institutions but also in the procedural bodies, actions which have subsequently led to the initial registration in the name of Foto Mëhil (the heir) of an area of agricultural land of 5512 m2, located in Dhërmi, Vlora. After the registration of the property in the name of the heirs, including the citizens under investigation, it was continued with the transactions which concluded in the registration of the property in the name of the private company represented by the citizen Artan Gaçi".

Gaçi is also one of the names mentioned by Mr. Beleri, according to whom the whole practice was aimed at transferring the area of the land to the husband of the former minister, including it as part of the area where he started to build a tourist complex. In October last year, the Special Prosecutor's Office announced that this area was placed under seizure by the Special Court. Ms. Xhaçka reacted at that time, stating that it was a measure taken "to investigate the origin of a private property since 1994". Gaçi and Goro were interrogated by the Special Prosecutor's Office.

But it seems that the problems are not only with this part of the land where Gaçi has invested, but also on the rest of the surface, where also, through forgeries, Goro has alienated a land owned by the state. "In the capacity of the Mayor of Himarë, in another episode subject to the investigation of the same criminal proceeding, Mr. Goro committed actions contrary to the law. In cooperation with Director Bashi, he has carried out with concrete actions the actual displacement on the ground of an area of agricultural land of 5080 m2, superimposing it on another property owned by the state. The citizen under investigation has exceeded all powers that the law recognizes, stating the existence of an overlap of immovable assets on the ground and then confirming a placement plan, which turns out to have served not only for subsequent transactions between the subjects of different but also for the development of the property, including here the equipment with construction permit for a tourist complex in the name of a commercial company, which will be built on both surfaces in question which are border (10,592 m2)", it is explained in the announcement of Special Prosecutor's Office.

The debate on the construction of the tourist complex from Gaçi

The construction of the tourist complex from Gaçi had earlier been the subject of political debates in the parliament. The former minister's husband had obtained the status of a strategic investor. This fact, according to the opposition, constituted a conflict of interest, and for this reason it demanded the termination of the mandate of the deputy, for Mrs. Xhaçka. The socialist majority did not accept the request. The case ended up in the Constitutional Court, which considered the parliament's decision to be wrong and ordered that the case be presented to it for consideration. But although more than 1 year has passed, the case has been dragged on by the left majority, and has not yet gone to the Court.
