Alignment of legislation with Artificial Intelligence?

The European Commission expresses reservations regarding the model of approximation of EU legislation in Albania through Artificial Intelligence.

The Commission told Faktoje that the use of apps will not be able to replace the knowledge and expertise that candidate countries need to build.

Connoisseurs of integration issues in Albania, although they appreciate the innovation, explain that Albania's challenge in this process remains in the applicability of laws.

The massive development of artificial intelligence over the past year has brought possibilities that often go beyond imagination. This was also the model that Prime Minister Edi Rama presented to the Albanians at the Congress of the Socialist Party on December 8.

"I want to share with you that on December 13 in Brussels, when the meeting with the Greek dilemma is over, I will leave as a New Year card from Albania to all the leaders of the European Union the result of the test of successful implementation of the Albanian model of artificial intelligence for the interposition in our legislation of 280 thousand pages, legal measures of the EU.", declared Prime Minister Edi Rama, from the Extraordinary Congress of the Socialist Party this early December .

The statement was made a week before the Prime Minister left for Brussels where the Summit of the European Union and the Western Balkans was held.

The Artificial Intelligence model, as Rama explained, was created by a joint team between AKSHI and Mira Murat, the famous Albanian who created the Chat GPT application.

And as promised, Rama appeared in Brussels with the file of the Albanian model for the use of artificial intelligence for the translation and harmonization of legislation with the EU within the membership process.

On December 13, on his official Facebook profile, the Prime Minister shared with his followers a picture of himself with a file, which read:

'Albania uses Artificial Intelligence to build connectionswith Europe'

Upon arriving in Tirana on December 14, after the Summit, Rama said:

"I informed, very proudly for the sake of truth, the Summit about our new revolutionary, innovative model of Artificial Intelligence with which we will do the interposition of 3484 measures of the legal body of the EU in our legislation."

Rama has presented the use of ChatGPT for the approximation of legislation as a magic wand that will save us time, people and money in this technical step of the integration process. But the other side of the coin belongs to Brussels. To find out how he evaluates this initiative, revolutionary as Rama declares, Faktoje addressed a request for information to the European Commission, which expresses reservations regarding the model of approximation of EU legislation in Albania through Artificial Intelligence. The Commission explained to Faktoje that the use of applications will not be able to replace the knowledge and expertise that candidate countries need to build.

“In terms of specific uses of AI, while they could potentially make a positive contribution to tasks such as translating and comparing legislation, these applications will certainly not be able to fully replace the knowledge and expertise that candidate countries need to build, not only to fully align with the EU acquis, but also to be in the capacity to implement it that until the moment of membership.", a spokesperson of the Commission answered for Faktoje.

Meanwhile, the Media and Information Agency left unanswered our question regarding the model presented by Prime Minister Edi Rama for the use of GPT Chat in the integration process.

In addition to the benefits brought by the use of artificial intelligence in the mechanical process of adapting legislation, researchers also address some problems.

"The approximation process in the EU is not a formal process that starts and ends with the writing of acts, but the essence is in their implementation and implementation", says researcher Afrim Krasniqi, while adds that the government's attempt to present it as a fact is done to create the idea of innovation in the government, more than a concrete result.

On the other hand, Gladis Gjipali, executive director of the "European Movement for Albania" estimates that the main problem in the approximation of legislation lies more in its implementation than in its drafting.

"This is the main part of the required reforms and the biggest challenge for Albanian society, which includes building and strengthening institutions, increasing human capacities, stable financing and clear political will." he says, emphasizing that this is the biggest challenge facing Albania./Facts
