Eight senior state administration officials, all loyal subordinates of the suspended Minister of Infrastructure and Energy, Belinda Balluku, have been declared “wanted” by ordinary citizens. They are close associates of the Deputy Prime Minister, against whom the Special Prosecution Office filed official charges, taking her as a defendant, but since the action of SPAK, they have all left the electoral zones.
VoxNews has learned that the 8 loyalists have been in leadership roles in 4 regions in Fier, covering every territory and coordinating a large group of central and local officials, before, during and after the elections. Known for organizing all party structures, Balluku put trusted people in those positions, persistently seeking the election result.
The state machinery was stationed a few months before the May 11 elections in Fier, taking control of everything. They controlled every permit, employment, reward, salary or even funds in agriculture. Even pensions or social assistance, while the oil sector, the state company Albpetrol, or even private firms, were put under Balluk's yoke.
Several local officials of the Socialist Party of Fier told VoxNews that, after SPAK filed charges against Balluk, the chief patronage agents have disappeared from the region. “Before SPAK’s action, they were all in Fier. On Balluk’s orders, they held meetings with the SP structures. They also brought people from Tirana. They appointed, rewarded or transferred SP members. Some were appointed to local government, others to the MIE’s subordinate directorates,” the sources claim.
Who are the 8 loyalists of Balluk declared "wanted" by the residents of Fier?
VoxNews has exclusively obtained the internal list of the Socialist Party of Fier, which says that the names were submitted several months before the May 11 elections. According to them, the city was divided into 4 large regions and each region had 2 leaders. "They were all directors of Balluk. In addition to the candidates for MP, who had an active role like Ceno Klosi, Klevis Jahaj, etc., the regional leaders also coordinated everything," the same sources said.
According to them, region number 1 was headed by Diana Gjonçaj , from the General Directorate of Taxes, and Klodjan Mema , former director of the Water and Sewerage Authority in Fier.
"They were all duplicates and from different institutions. But they all reported to Balluku and other trusted people," the same sources claim.
Meanwhile, in region number 2 , Evis Mamaj , Director of Finance at the Ministry of Infrastructure and Energy, and Endrit Yzeiraj, Deputy Minister of Economy, were appointed .
In region number 3 there was a well-known name, Spartak Kovaç , former director of the Durrës Waterworks. Again an investigated person, who had set up a real extortion scheme during the time he headed the UKD, but with the “blessing” of his superiors, Klevis Jahaj and Belinda Balluku. Kovaçi gave his company some big tenders! In the same region, number 3 in Fier, there was also a powerful patronage figure like Blerta Guxha, Director General of Taxes.
VoxNews has learned that in region number four , the co-chairs were Arta Gurabardhi , deputy director at KESH, and Besjan Kadiu, deputy minister at the Ministry of Infrastructure and Energy. Heavy-weight names, who have all the state's finances in their hands or even superiors of thousands of employees, who were all engaged on May 11.
