The greed for concrete also affects the existing neighborhood in Tirana, where multi-story buildings are being built among them without any urban plan or without even maintaining distances.

One such case was reported to the VoxNews editorial office by residents near the "Brryl" area in Tirana, who said that the permit was granted several months ago and aims to turn the square of the old palace, which surprisingly also turned out to be the owner, into a large concrete massif.

After the complaint, the VoxNews editorial team reviewed documents from the National Territorial Council, which revealed that the permit is for a 12-story building above ground and 3 underground floors. The permit was granted to the firm "Walter Construction", while in recent days the location has also been revealed.

This greed is clearly visible in the published model. The 12-story building is adjacent to another existing building, and is even in the area that was once the square of the old building.

"This is one of the most developing areas of the city, bringing a large number of flows. While, further inland, the area under study lacks infrastructure, with buildings mainly built before the '90s and a lack of public and recreational spaces," the documents surprisingly state.

It is precisely in one of these squares, which should belong to the residents, that the new building is being built. But, if it is built, will there be any more squares and public and recreational spaces? Where will this firm, or even the signatories who gave it permission, make these squares on the terrace of the building?

In the documents that our editorial team has researched, it is written that the unit is located along "Bajram Curri" Boulevard, near the "Koço Gliozheni" Obstetric Gynecological University Hospital. It is learned that the new building will be used for housing, infrastructure and 2% for healthcare.

"The area features dilapidated buildings with numerous spontaneous interventions by residents. The 5-story building above ground has a masonry structure, with an unplastered facade in some parts and with balconies individually closed with aluminum or PVC panels, creating a non-uniform appearance," the document states.

The very land where the new palace will be built was the resting place of that palace. If it had not been occupied, or if the owner had surprisingly turned up, the area would have been quite functional. If the state itself takes actions to free up public spaces, it should have turned its eyes to these vacant lands as well.
