The Speaker of the Assembly of Albania, Elisa Spiropali , has attempted to introduce Artificial Intelligence into the Parliament.
A brave initiative, since it has opened a tender with a considerable value.
VoxNews has secured the documents of this procedure, already canceled because no firm participated in the tender.
The same situation with the opening of the tender by AKSHI a few weeks ago, which failed because " there was no company in the competition ".
But what is Artificial Intelligence needed for in the Assembly?! To replace legislators? To make modifications to the draft laws that come from the institutions? The Assembly writes in the documents that the object of the procedure was to analyze the audios and videos!
The drafters of the tender documents of the Assembly write that they tried to buy a system of transcription of audio-video data of the Assembly of the Republic of Albania.
This is based on Artificial Intelligence and maintenance service for 48 months.
But, read a little about the value of this procedure; 74,584,800 ALL without VAT. Or about 900 thousand euros including VAT.
But, if Artificial Intelligence will deal with the transcription of audio-videos, what will the hundreds of employees of the Parliament do?
It is written in the documents that the reasons for the cancellation of this procedure were that "in the one-stage procedures, no suitable offer was submitted".
But this does not mean that Spiropali or other officials of the Assembly will not put it out to tender again.
Maybe even to increase its value, since if the first attempt fails, the value of the limit fund increases.
A scheme commonly used by other institutions, which can now also affect the Parliament.
