Seven months after the demolition of the Korçë-Ersekë road , the Albanian Road Authority changed the contract by adding another 4.3 million euros to the project.

Prime Minister Edi Rama claims that the repair of the road was done at the expense of the company, while experts, through official documents, argue the opposite.

In the afternoon of February 18, the new Korçë-Ersekë road collapsed.

While the colonists were waiting for its inauguration, the road split in the middle at the place called Qafa e Qarri, making the axis impassable.

The government kept quiet about the massive road collapse that produced community backlash as well as accusations from the opposition.

Until June, the Albanian Road Authority refused to disclose the cause of the road collapse.

After a series of communications through the coordinator for the right to information, ARRSH insisted that it was in the process of evaluating the repair of the defect, so it could not share an exhaustive answer. Guilt remained an orphan.

Determining the cause of the collapse would separate 'the alum from the sugar', as finding the 'culprit' was directly linked to the damage bill.

Who would pay for the road repair - the company or the citizens?

It took seven months for the government to talk about the road. On Sunday, October 13, Prime Minister Edi Rama shared a video of the completed road on his social networks.

A month ago, the Albanian Road Authority changed the contract with ANK - the construction company of the Korçë-Ersekë road, giving it another 4.3 million euros without VAT. With this addition, the construction of the second lot of the road reaches the value of 26 million euros without calculating the 20% value added tax.

The Road Authority lists four reasons that dictated changing the contract for the second time within a year.

None of these reasons are directly related to the collapse that occurred in the first half of the second round.

The additional 4.3 million euros, the Road Authority says, belong to the other segment of the road - the second part of the second lot.

But the devil is in the details. The review of the project related to the improvement of the road surface, according to engineer Romeo Nazarko, proves that the addition of the fund was made to cover, among other things, the financial damage of the collapse.

Starting from the tender bulletin, but also from the history of this road with fictitious procedures both in the design and tendering but also in the supervision of the works, it is found that in this tender addendum, works that served to fix the collapsed part have been disguised .' - argues Nazarko.

" Another element that proves that this amount has also served for the collapsed part is the location defined on page 127, where it is stated that "the object is built in the vicinity of a residential area (Mollas village) ", adds the engineer, citing given the fact that the damage to the road was at the entrance to Mollas village.

"An element that also shows the fictitiousness of these works is the amount of 19% of the 20% that is allowed in addition to the fund, a percentage close to the maximum limit, without arguing why it is 19% and not 15%," he concludes.

The Korçë - Erseke road is a total of 35 kilometers long, normal category C standard, with only one lane.

The construction of the axis was divided into two lots. The first lot with a length of 18 kilometers was made during the democratic government with a total cost of 15 million euros.

While the second lot with a length of 17 kilometers was tendered by the current government with an initial value of 5 billion lek or almost 48 million euros.

But this year, a total of 9.4 million euros were added to the salty bill through two contract modification procedures.

With these changes, the total cost of the road is 72.4 million euros without VAT. The Korçë-Ersekë road should be completed in June 2023.

But the deadline was postponed by a year and while waiting for the inauguration, a part of the road was 'crumbled'. The case was filed in SPAK by a Korccar lawyer, while the new deadline for the inauguration of the road is a matter of weeks.
