The chairman of the parliamentary group, Gazment Bardhi, said that she has robbed about 180 million euros in just 1 year with the sale of energy.

Bardhi said that Balluku avoids selling and selling energy on the stock exchange, to favor 4-5 companies close to it.  

"The sale of energy outside the stock market has been done in violation of the law and decisions in force, openly stealing from Albanian citizens," said Bardhi. 

"Last year, KESH stated that it bought 561,000 megawatt hours off the stock exchange at a higher price than it was sold on the stock exchange. Calculations reveal a damage of around 6 million euros to the state budget from this illegal operation alone," said the head of the DP parliamentary group.

I am here today before you to publicly denounce and, subsequently, to ask SPAK to investigate one of the most corrupt schemes of this government, the illegal sale and purchase of electricity with an abuse that for only 1 year, counts in over 180 million euros. The main person responsible for the implementation of this corrupt scheme that steals the state budget and transfers millions of euros to the accounts of 4-5 private companies is the Minister of Energy, Belinda Balluku.

In the information that the parliamentary group of the Denocratic Party has made available to the Special Anticorruption Prosecutor's Office, all the actions and inactions of Belinda Balluku, who allowed electricity to be sold at a loss outside the Stock Exchange market, are explained in detail and presented with documents. contrary to the law and decisions in force, openly stealing from Albanian citizens.

With the establishment of the Albanian Energy Exchange last year, the Albanian Elektroenergjitike Koorporata had the legal obligation to trade non-contracted energy on the exchange, but this has not happened. The reports of the Energy Authority prove that KESH violated the law last year and until this moment as we speak, as it did not release the non-contracted energy on the Stock Exchange, but bought it expensively and sold it cheaply to the private trading company. of electricity.

To speak more concretely with some figures, but without going into very technical details, so that the corrupt scheme is understood as clearly as possible.

Last year, KESH stated that it bought 561,000 megawatt hours off the stock market at a higher price than it was sold on the stock market. Calculations reveal a damage of about 6 million euros to the state budget only from this illegal operation, which bought more expensive energy off the stock exchange from old and new customers of KESH.

There is another operation by KESH that has furthered the scandalous scheme of abusing public money. KESH not only bought expensive off the stock exchange, but also sold cheap off the stock exchange, although the law prohibits trading outside the Albanian energy stock exchange. Only for 2023, KESH has sold outside the stock market about 640 thousand megawatt hours of energy. Since it sold cheaper than the average price on the stock exchange, the damage is calculated at around 10 million euros.

What is the role of Belinda Balluk in this abuse affair of millions of euros?

The Minister of Energy is the Chairperson of the General Assembly of KESH, the responsible person who signs the company's expenses and balances. Without the approval of Belinda Balluku, the occult scheme of buying and selling energy off the stock exchange and the abuse of millions of euros would have been stopped. The Minister of Energy, as the president of the General Assembly of KESH, has not taken any measures to stop the illegal practice of buying and selling energy outside the stock market, with a terrible damage of almost 16 million euros only for the period analyzed by us .

But the corrupt scheme with the illegal sale and purchase of electricity off the stock exchange for the benefit of a few private companies does not end there. This is only the tip of the iceberg.

From the verifications made by our experts, KESH has falsified the data submitted to the Energy Authority, to hide the illegal trade it has made with energy, which is sold at different prices for different time bands. KESH has not reported these energy time bands traded outside the stock exchange, because, when the data is crossed, it turns out that the state energy company did not protect the public interest to increase profits or minimize losses, but acted in the interest of private companies for increasing their profit.

Belinda Balluku, who controls every structure that is related to the sale, transmission and distribution of energy, from KESH, OST, OSHEE cannot do the defendant! The Minister of Energy has signed for the fake and falsified balances of KESH.

The parliamentary group of the Democratic Party asks SPAK to contract independent energy experts to examine the full evidence made available by us and where it turns out that only for one procedure for the purchase of energy on June 24-30 the abuse goes in about 1 million euros for 1 week.

Under Belinda Balluk, electricity has been treated as a commodity to enrich a handful of private companies and impoverish ordinary people. In the information we have prepared for SPAK, we have made available documents that prove that KESH bought electricity even when Albania had a surplus of production a few months ago. From these abusive transactions, our experts have calculated another damage of around 22 million euros. This money could have been saved to the State Budget, if the Minister of Energy would have implemented the law and not allowed the other corrupt scheme of expensive energy purchase even in times of overproduction.

This is one of the biggest scandals of the energy market in Albania, which also extends to the manipulation of losses in the energy network. The experts' calculations show that the actual losses are at the level of 27.2% for low voltage and 1.3% for high voltage, bringing, only for the year 2023, a total value of losses of 144 million euros. This is an extraordinary damage, which the citizens pay every day through the high price of electricity.

By reporting incorrect data to hide the abuse and mismanagement of the power grid, by illegal off-exchange trading of electricity, by not taking measures to prevent the violation of the law and this gigantic corrupt scheme, Belinda Balluku and all the directors its main projects in the field of energy have brought a damage of over 180 million euros for the year 2023 alone.

We demand from SPAK a quick and professional investigation for such a massive violation of the law and for such a great abuse of Albanians' money. Bringing to justice the main responsibles, starting with the Minister of Energy, at the same time the Deputy Prime Minister, would also be considered as proof by SPAK that there are no untouchables in Albania.

The punishment of the authors of the scheme that stole 180 million euros from the Albanians in just one year, just from some energy sales transactions, is not a political issue! This belongs to every Albanian who pays more expensive electricity, because this government and Belinda Balluku steals from them!
