Two procurement procedures of the Albanian Road Authority related to the supervision of the maintenance of two tunnels on road axes in the country have been completed in the Public Procurement Commission.
It is about the supervision of "Kerraba Tunnel Maintenance (2023-2027)" with a limited fund of 13 million ALL as well as "Supervision of the maintenance of the Kardhiq-Delvinë road, Lot-7 (Tunnel)" with a limited fund of 9 million ALL. These procedures are connected to two others, such as the maintenance of the Kërraba tunnel with a limited fund of 379 million alleks or 3.5 million euros, as well as the maintenance of the tunnel on the Kardhiq-Delvinë road with a limited fund of 86.8 million alleks or about 850 thousand euros.
Both procedures were appealed by the same company to the Public Procurement Commission, and according to the data, the phase for which there are claims is the evaluation phase. This means that the operator in question does not agree with the decision taken by the Bid Evaluation Committee at the Albanian Road Authority.
At least four companies have participated in the procedure of supervising the maintenance of the tunnel on the Kardhiq-Delvinë road, according to APP data, and only two of them have been qualified. The complaining company seems to have had the lowest offer, while another company was declared the winner for a value of 9 million ALL.
In the second procedure related to the supervision of the maintenance of the Kërraba tunnel, according to the data received from APP, two companies participated in the competition and again the company with the highest bid was declared the winner, as it seems that this is the reason for the company's complaint other. The winning offer is 99.9 percent of the limit fund procured by ARRSH, while the disqualified one is 96.3 percent of the limit fund.
Earlier in June, another complaint related to ARRSH was submitted to the KPP and this time for "Supervision of works, completion of the remaining works on the axis Porto Romano - Durrës Lot 3". The Albanian Road Authority itself has been active in opening a series of procurement procedures this year that include important axes for construction or design and with a limited fund of several tens of millions of euros. Such are the Cerencit-Peshkopi Bridge, the Bërzhita junction and the connection with the Tirana-Elbasan highway, the completion of works on the Porto Romano-Durrës axis, design study, construction of the Berat-Ballaban road, design study of the Elbasan-Lekaj axis (Corridor 8)
