Last year, public institutions in the country signed contracts with a total value of 111.7 billion lek or over 1 billion euros.
The Public Procurement Agency in the annual analysis of 2023 underlines that this amount coincides with a number of 4007 contracts which had a limit fund of 125 billion ALL. The finalization of the competition for these procedures has made the fund obtained against that limit to be as much as 84.9 percent. This figure is significantly lower compared to other years when it was over 90 percent (specifically in 2022 this figure was 91.6 percent).
"Regarding savings, during the year 2023, it is established that the total saved value of the procedures obtained against the total limit fund expressed as a percentage is 15% and compared to the previous year this value is significantly higher than in 2022 (where this value was 8.4%), which shows an increase in the effectiveness in the use of public funds" APP assesses in the report.
The same document estimates that the number of negotiated procedures without prior announcement had a low weight in the total procured and won fund.
"Compared to the total number of procedures completed with a winner (procedures above the limit of procedures with a small value + negotiation without announcement), procedures with negotiation without prior announcement of the contract announcement constitute 2.9% of them. In any case, as it results from the analyzed data, the fund obtained for the procedures with negotiation without prior announcement of the contract notice (2.3 billion ALL) is much lower, compared to the fund obtained for the procedures concluded with a winner (procedure above the limit of procedures with a small value + negotiation without announcement) (114 billion ALL) occupying only 2% of the total fund acquired from the procedures completed with a winner", the report states.
In total, 5,250 procedures with a limit fund of 134 billion ALL have been published in the APP system during 2023. At least 1369 procedures were canceled during the past year, which has made the number of procedures for which the competition has been finalized to be lower. This means that less than 1 in four open procurement procedures in the system has been cancelled.
According to the APP, from the analysis of the data for the period January - December 2023, it is observed that the largest number of announced procedures is occupied by the procedures for the procurement of goods with 2,785 announced procedures in total or 53% of the announced procedures, following the procedures for services 1,528 procedures announced in total or 29% and for public works 937 procedures announced in total or 18%.
