During this year, the Ministry of Finance in cooperation with other institutions will start the action for the control of the "rich" in the country, making a reconciliation between what they declare and the real assets they have or their lifestyle.
This warning was given a year ago by the Minister of Finance at the start of the anti-informality campaign and will be implemented this year. Referring to the draft economic reforms 2023-2025, it is said that among the activities planned during 2023 against informality, will be the implementation of a fulfillment program for the wealthiest individuals.
For this purpose, the 3-year fulfillment strategy has been drawn up. Meanwhile, for 2024, the government plans to go even further with this goal, crossing the borders of Albania, through "the detection of global income undeclared by taxpayers and individuals, through the automatic exchange of information on financial accounts, according to the Reporting Standard of OECD Joint. This information will be used by the structures of the Tax Administration in the implementation of their duties.
"Considering the VAT gap as well as data inconsistencies, data collection and their good administration, the construction of a Data Warehouse (as one of the IMF's recommendations) with centralized data, managed by only one source, a big step forward is made in relation to the fight against informality", the document states.
While in 2025, the construction of the Register of Taxpayers' Assets (movable & immovable) is planned, with the aim of real assessment of taxpayers' assets, building a system for verification and tracking of taxpayers' income, full control of payments made on property taxes.
