The law on accommodation structures is tightened/ Obligation of categorization,

All accommodation structures, which in at least the last two years have turned into profitable businesses offering accommodation to local and foreign tourists, are required to register and be provided with the categorization certificate, otherwise they will be fined.

Through it, they show whether they are hotels, guesthouses, apartments for daily rent, etc.

Exercising the activity as an accommodation structure without a categorization certificate will be punished with a fine, based on the number of rooms. They start from the lowest 20 thousand lek to the highest 400 thousand lek;

• from 1 to 5 rooms with 20,000-50,000 ALL

• from 6 to 15 rooms for 100,000 ALL

• from 16 to 40 rooms with 200,000 ALL

• from 41 to 80 rooms with 300,000 ALL

• over 80 rooms with 400,000 ALL.

These changes in the law on tourism, requested by tourism associations in the country, come within the framework of the formalization of the sector and preparation before the 2024 tourist season.

"The categorization certificate which can be generated online in the e-Albania system will have to be placed at the main entrance/facade of the accommodation structure," says Rrahman Kasa, head of the Tourist Union.

To receive the certificate, simple private rooms, modern apartments, along with traditional houses, guesthouses, villas and even farms must meet a number of criteria.

Such a structure must meet the conditions for fire protection measures issued by the General Directorate of Fire Protection as well as hygiene and sanitary measures, accompanied by certification from the Institute of Public Health.

According to associations in the country, this formalization will promote fair competition in the market.

"In the event that these structures have not presented the correct self-declaration data, the inspectorate responsible for tourism will carry out on-site verifications. While the measures for accommodation structures are tightened, the fiscal ease of the reduced rate of Value Added Tax 6% remains.
