Socialist Party Chairman Edi Rama was in a conversation with businesses in Elbasan today about 'Fiscal Peace'.

According to the SP leader, this special package gives businesses the opportunity to close past issues and have a new, fairer and more predictable relationship with the state.

"We have set the corporate profit tax at 15% and we will not touch it, but in terms of administration, we know that we have shortcomings and gaps, just as we know that we have unexplored space to increase revenues for the state."

"We do not want to aim to increase revenues by exerting pressure on entrepreneurship, so we have thought of a plan that is based on a principle, a fiscal peace plan. To give entrepreneurship more listening and understanding, this is the task," said Rama.

Meanwhile, Delina Ibrahimaj, State Minister for Entrepreneurship and Business Climate, explained details about this package.

"It is a new relationship that we want to establish with business and taxpayers, business is given the right to regulate the relationship it has in the past with the state."

There are three components, agreed tax on profit, review of financial statements, forgiveness of liabilities or interest on arrears.

The first, an agreement that will be proposed to the taxpayer, for three years, where based on the company's net profit history, a tax measure will be proposed on the profit that will be taxed at a rate of 15%. Businesses that will enter into this agreement will be exempt from any tax audit. If they declare an income that is not agreed upon with the tax administration, the additional benefit will be taxed at 5%.

The second component, all businesses that file a return, are given the right to review their balance sheets for 5 years and pay a 5% tax on any difference that is reviewed. This is done so that the business can close the history of the past and move confidently towards the future.

The third component is related to liabilities and arrears. In recent years, Albanian business has had to cope with the earthquake, the pandemic, the price crisis, there have been those who have suffered from these global crises. This forces us to take a measure, the relief of those liabilities.

"We propose to erase all debts, interest arrears of businesses older than 10 years. To erase all interest arrears and interests that are between 5-10 years, valid also for businesses that pay the entire obligation in one installment and in this case 50% of the obligation will be forgiven. Those who cannot afford it, pay it in 12 months and 25% of the obligation will be forgiven. Those who have debts from 1 to 5 years, we will give the opportunity to those who pay in full for the forgiveness of fines and interest arrears," she said.
