Road maintenance, complaints a few days after the opening of 8 tenders with a limited fund of 12 million euros

In the last week of June, the Albanian Road Authority opened in series a significant number of procedures related to the maintenance of road axes in the country, according to the performance model.

It seems that at this early stage, the economic operators had reservations about the procedures, causing at least 8 lots, mainly related to the Central East Korçë region to complain, where the limit fund of all the complained procedures is calculated under a little more than 1.2 billion ALL, or 12 million euros. 

But according to the complaints submitted to the Public Procurement Commission, what are the procedures for which an economic operator has requested a revision of the tender documents? According to the ranking in the KPP, there are claims for:

 Lot 1: Maintenance with performance: Librazhd – Fushe Studë – Borovo – Sebisht (35.5) + Urake – Golik, (8.6). L= 44.1 km

Lot 2: Maintenance with performance Gramsh – Molle Grabovë (Korçe border) (23.7) + Gramsh – K/Drizë (6.9) + K/Drizë – Banje (8.7) + K/Drizë – Kaçivel (Elbasan) (6.6) + Drize – Porocan (Holtes Canyon) (8.7). L = 54.6 km

Lot 3: Maintenance with performance: Korçë - Erseke (New road) (34.2), and Deg. District of Qarit – Erseke (old road) (25.1), L = 55.9 km

Lot 4: Performance maintenance: Ring – Erseke (2.1) + Erseke – Leskovik (42.8) + Rr. Leskovik – Three Bridges (Customs) (13.7), L = 58.7 km

Lot 5: Maintenance with performance: Libonik – Lozhan – Molla Grabovë (Gramsh border), L = 53.1 km |  

Lot 6: Performance maintenance: road K/Zemblak – Goricë – Dogane (32.1), + Bilisht – Miras (15.4), L = 47.5 km

Lot 7: Performance maintenance: Korçë – Voskopojë (18.23) + Libonik – Rëmbec – Plasë (12.2), L = 30.4 km

Lot 8: Performance maintenance: road K/Podgorie (Lapidari) – Liqenas Junction, (19.6) + K/Boboshticë – Dardë (13.6), L = 33.2 km

Performance-based maintenance is expected to cover these axles according to announced procedures for at least 48 months or 4 years. Maintenance in this form was assisted by the World Bank for several years with a project that divided the country into several regions, something that is then being continued by the government with new long-term contracts.
