New reference prices, "Volga" in Durrës and Sazani the most expensive in Albania....except Tirana

Just like two years ago in July 2023, when the government approved the increase in reference prices for the 32 cadastral zones of Tirana by up to 76%, the Ministry of Finance has proposed new reference prices for all districts nationwide, up to 3 times those in Durrës.

The draft law "On the approval of the methodology, rules and procedures for determining the taxable value of immovable property "buildings", the calculation of the tax on the building and its payment", proposes changes to the reference prices for all regions of Albania, excluding the 32 cadastral zones of Tirana and the administrative units, whose prices changed in July 2023.

The draft law has been published in public consultations by the Ministry of Finance and is expected to enter into force on January 1, 2026.

The highest changes in reference prices are proposed for the Durrës Region at the value of 200,000 lek per square meter for cadastral zone no. 13 from 67,500 which was previously the only reference price for the sale and purchase of apartments in Durrës. This area is in the Port of Durrës, where the Yacht Marina project is being built.

Referring to the tables published in the draft law and referring to the reference prices approved in 2019, in Durrës the reference prices have tripled.

For Durrës and many other major cities in Albania, the Ministry of Finance has proposed several cadastral zone divisions with different prices, from a single price that all districts previously had. The difference was made only with the capital, which is divided into 32 cadastral zones. The cheapest price in Durrës is proposed for cadastral zone 8 at 45 thousand lek per square meter.

While in zone 6 a price of 140 thousand lek per square meter has been proposed, for zone 1 the proposed price is 124 thousand per square meter and cadastral zone 10 will have a reference of 100 thousand lek.

A significant increase in references compared to 2019 has also been proposed for the Kamëz municipality. From 52 thousand lek per square meter, which was the price in 2019, it has been proposed to 72 thousand lek per square meter. An increase of 44%.

The Municipality of Vlora from 61,800 lek per square meter which was the reference price with the new proposals the Vlora area is divided into 7 cadastral zones with prices ranging from 45 thousand, 140 thousand lek per square meter and the island of Sazan with a reference price of 200 thousand lek per square meter. The increase in prices in Vlora reaches 58.6% compared to 2019.

While compared to the price of the new area, which is included for the first time, such as the island of Sazan (where for Vlora the proposed price in Sazan is the highest), the increase results in 223%. In Sazan, a 1.4 billion euro project is expected to be built, by the company Affinity Partners of entrepreneur Jared Kushner, President Trump's son-in-law.

While the proposed price for Rradhima is 90 thousand lek per square meter, an increase of 45.6% from the previous price in Vlora. In Orikum, the new price is proposed at 61 thousand lek per square meter, an increase of 2%.

Saranda is proposed to be divided into 5 cadastral zones from the previous single one. The new prices range from 65 thousand to 100 thousand lek per square meter from the previous 60 thousand. An increase of about 79%.

In Fier, price increases range from 8 to 22%.

In Elbasan, references have become more expensive by 5 to 20%.

In Korça, Zone 1 has the highest price increase with 44.3%, reaching 70 thousand lek, from 48,500 lek which was previously the reference for all of Korça.

In Shkodra, Zone 6 has increased by almost 30% to 70 thousand lek per square meter.
