New energy connections change the rules for self-producers

The Electricity Distribution Operator has made changes to the regulation for new connections in the distribution network, while asking the Energy Regulatory Body for their approval. In the document filed with the ERE, it is stated that the goal is to reduce the time of providing the service and facilitate the procedures for consumers.

One of the main changes in the regulation is related to defining the requirements that self-producers of solar energy must meet in order to connect to the distribution network. The new regulation divides consumers into 3 categories, depending on the total installed capacity. The first category includes the capacity 0-10 kWp, where according to the regulation it is not necessary to submit the project approved by licensed natural and legal persons. This document is mandatory for the second category, which includes 11-50 kWp plants.

The rest of the documents are almost the same for these consumers, which include: Request, statement of average consumption over a year, proposal on the two-way meter model, net metering scheme, technical report, system approval, etc. Meanwhile, the third category of self-producers of solar energy includes the capacity of 51 - 500 kWp. According to the proposed regulation, in addition to the above documents, these auto consumers must also have permission from the municipality for "works that are carried out with a preliminary declaration of works", according to the government's decision on the territory development regulation.

The regulation also foresees some changes in the direction of new connections for the installed power of 0-20 kW, where the photocopy of the registration certificate, the general plan of the location of the facility, as well as the installation statement and the grounding protocol will no longer be submitted. This point will be made by self-declaration, while the reason is the elimination of documentation that is prepared by third parties and has additional costs for the applicant, while also shortening the application time.
