A foreign investor who wants to make a direct investment in our country will have to go through several control filters before being given the final authorization to make that investment. In the draft law submitted to the Assembly by deputy Jorida Tabaku, the creation of a legal framework and mechanism for the review of foreign direct investments that may pose a risk to national security is foreseen.
Specifically, this draft law will give the Assembly the right to verify if the projects and companies that want to invest in Albania, violate the security and public order of the country.
How will this be accomplished?
After receiving the investor's application from the Albanian Investment Development Agency (AIDA), the Strategic Investments Committee will be notified to carry out an analysis of this investment. The Strategic Investments Committee must also receive the opinion of the Assembly on whether or not to grant the authorization.
The Commission for Production Activities, Trade and Environment will be responsible for the implementation of this law, where a special parliamentary subcommittee will be set up next to it, which will help in the examination procedure. Only after receiving the opinion of the Assembly, the Committee of Strategic Investments will grant or not the authorization for the realization of the investment.
Thus, the Parliament of Albania will have the power to review, investigate, authorize or block foreign investments that may affect the security and public order of the country. This is an important initiative considering the increase in foreign investment in the country and the need to ensure that these investments do not pose a threat to national interests.
