One manages income and the other manages expenses. But now the Ministry of Finance and Economy will no longer function as a single one. The institution will be divided into two parts. "Finance" which will continue to be managed by Ervin Mete and "Economy", which is expected to be headed by Blendi Gonxhja.

This is not the first time that "Economy" which manages the budget, income, debt or money laundering and "Finance" which administers spending, public investments, foreign aid and auditing function as separate entities.

In fact, until the first "Rama" government from September 2013 to September 2017, the Ministry of Economy had a different leader than the one of Finance. The latter was directed by Shkëlqim Cani, while "Economic Development", along with Trade and Entrepreneurship, were directed by Arben Ahmetaj.

The binomial "Minister of Finance and Economy" was given the "green light" by Prime Minister Rama in 2016. Arben Ahmetaj was appointed to head the institution, who held the position until the end of 2018. His place was replaced by Anila Denaj, to be followed by Delina Ibrahimaj and recently by Ervin Mete.

From the time of the monarchy until the end of communism, the Ministry of Economy had functioned separately from that of Finance. They were united under the government of Alexander Meks in the years 13 April 1992 to 6 August 1993.

Genc Ruli was elected at the head of the institution. Economy was separated from Finance again during the "Nano" government 1197-1998 where Arben Malaj was appointed Minister of Finance while Ylli Bufi, Minister of Public Economy and Privatization.
