The instruction for determining the procedures for the appointment or dismissal of directors and vice-directors of public schools of pre-university education is changed.
Changes in the instruction "On determining the rules and procedures for the appointment, demotion, suspension and dismissal of the director and vice director of the public pre-university educational institution" published in the Official Journal, reducing the evaluation points for the answers given by the committee members' questions evaluator.
Guideline 2 stipulates that at the beginning of the structured interview of the applicant for the position of principal or vice principal in secondary schools, the committee members draw up a list of 5 questions that are evaluated with 10 points each.
According to the changes in the instructions, the questions to the candidates will now be evaluated with 2 points each. Also, by each member of the commission, the individual evaluation for the answers given by the candidates will be done with 0 to 2 points from 0 to 10 points that was foreseen in the previous evaluation.
The previous instruction determined that the points collected by each member of the evaluation committee were added to the candidate for the answers given in appendix 5. This appendix includes the candidate's data for the author of texts, writings, doctorate attended, papers held, language of foreign protected, average grade of higher studies and seniority at work.
So with the approved changes, it is foreseen that the points collected from the evaluations of each member will be added to the candidate for Appendix 6 q3 contains the table of evaluations of candidates for director or vice director of secondary schools, starting from the average grade of higher studies that is assessed with 0 to 5 points, qualification levels are assessed with 0.5 points to 3 points, proof of knowledge of foreign languages is assessed with up to 4 points, training certificates are assessed with up to 2 points, seniority is assessed with 1 to 5 points, additional education up to 2 points etc.
To complete the points of a candidate, the commission relied on appendix 4 (which contains the statement on the conflict of interest of the committee members) while verifying the authenticity of the documentation submitted to complete appendix 5 (the table with the applicant's data).
Now according to the changes in the instruction to complete the points of a candidate, the commission will be based on appendix 5 (which contains the table with the applicant's data) by verifying the authenticity of the submitted documentation to complete appendix 6 (the evaluation table for the candidate for director or vice principal in secondary school).
So in secondary schools that have over 800 students according to the instruction of the Ministry of Education approved in July 2023, they will have 3 vice-principals who will teach themselves, thus reducing the workload of teachers. Earlier, the limit was over 900 students. The instruction provided that special education schools for students with different abilities, for the first time, will also have a vice principal, regardless of the number of students. When the number of students exceeds 130, then the school will have two vice principals.
