Bread, cakes and coffee, OSHEE's proposal for a three-tier energy price is

Bakeries, which have integrated other services such as pastry shops or coffee bars, will be differentiated in the rates they pay for energy.

Currently, bakeries pay a fee of 7.6 Lek/kWh according to a price set by the Entity years ago, but which does not take into account the changes or evolution that this market has undergone in recent years.

Three prizes for three categories

After the establishment of a working group and continuous consultations, the Association of Bread, Pastries and Doughs and MIE of OSHEE Group, have agreed on three different prices according to the type of activity that the subject has.

This proposal, which was announced by OSHEE's administrator, is expected to go to ERE for approval, paving the way for implementation.

-7.6 ALL/kWh which is only for entities that have only a bakery;

- the price of 9.5 Lek/kWh is for bakeries and more integrated activities such as pastry or other dough products

- the price of 12 ALL/kWh is for premises that also have a coffee bar.

How the verification of subjects will be done

Sources from the working group told "Monitor" that the categorization of subjects that will be subject to the new prices is expected to be done on the basis of verification, documentation and field.

There is still no unified and approved standard procedure for the steps to be taken, but the starting point is expected to be the database that the public distribution company has in its system.

This means that all registered entities will be seen, when they opened the contract, their NIPT and the object they have in their activity.

The business may also be given the opportunity to self-declare the category in which it operates, i.e. whether it is a bakery or an integrated activity. After that, in order to be as correct as possible in the decision on the allocation of fees, DSO can most likely proceed to field verification for the 2,600 entities that are declared in this type of activity.

In any case, minutes will be kept for findings and evidence on the type of real activity that is carried out. Representatives of the working group said that perhaps in this verification process it will be required to have an active participation of the association, so that the process can be closed as soon as possible and be transparent and accepted by all.

After conducting the verification in the field, an accurate data base will be created on the subjects and the category they belong to, for the price effect. This basis will then pass to the distribution company's IT structures that will intervene in the system to systematize the allocation of invoices.

The proposal must be approved by ERE

Differentiated prices for bakeries, according to the type of activity, must first be approved by the Energy Regulatory Authority to become applicable.

OSHEE is expected to submit the proposal agreed with the Association to the Entity these days, while at the same time it will work with other links to make this implementation possible as soon as possible.

Although today there is no exact deadline for when the application of the new prices is expected to start, sources from the working group said that probably, a minimum of three months will be required.

The companies under OSHEE Group's dependency, such as FSHU, FTL or OSSH, will have to prepare the necessary acts on how the issues related to this new measure will be divided, acted upon and handled.

Association: We will be a party, especially during implementation

The Association of Bread, Pastry and Dough Producers has agreed in principle with the proposal issued by the working group, underlining that the part that needs to be taken care of is its practical implementation. During this phase, the Association is expected to be part of the process.

"There is a problem and abuse, but it must be said that it was created because of our evolution as a sector. We were forced to develop the business by expanding it, so we are not just a bakery. This has been an orientation of the European Confederation where we are members and we take examples from them.

Has there been a stalemate from this? Yes, and we are ready to fix it in cooperation with the institutions. This is not very easy, as from the study of the situation there are subjects that exceed the parameters of bread production and therefore we agree with the bandages that respond to concrete conditions.

We will be a party in the future, especially during the application of the implementation, as we are aware that there are difficulties in the field, but we are at a point where it must be resolved", said Gëzim Peshkopia, president of the Association.

Is there a price increase for ovens?

The transition from a fee of 7.6 ALL/kWh to 9.5/kWh and 12 ALL/kWh is seen as a price increase for bakeries with integrated activity. Sources close to OSHEE said that, in fact, we do not have a price increase for bakeries.

They will continue to pay 7.6 ALL/kWh even after the distribution of the bandages. For those who are confectioners, if the activity is declared as such, they must pay the price of 14 Lek/kWh today, while they will pay 9.5 Lek/kWh when the new tariff comes into effect.

Coffee bars also pay 14 Lek and with the new band, if they have separate activity from the bakery, they will pay 12 Lek/kWh. In any case, it will be up to the business to choose whether to use one meter when the activity is integrated and pay the maximum fee according to the activity it has or to divide this by two meters.

In any case, this categorization, according to OSHEE, aims, among other things, to cut off the threads of corruption of employees who in some cases may have become parties to business abuses, putting market parties in fair competition./ Monitor
