Government NOTICE: Address of residence in Albania, mandatory declaration!

Every citizen residing in Albania will be required to self-declare their address via e-Albania .

In order to verify the address, the citizen must upload a series of documents to their personal account on the government portal.

Official Journal Decisions:

"To declare, change or clarify their place of residence or residence electronically (online), on the government portal 'e-Albania', the citizen must upload the apartment ownership document, the rental, loan, use contract or any other legal document that proves their place of residence or residence at the declared address."

The same procedure will also apply to cases of change of residence address, where citizens will have to upload any document proving residence.

All members of a family must have the same residential address, which meets all address elements.

A definition is also given for citizens sentenced to pre-trial detention or those in health institutions.

Official Journal Decisions:

“For citizens serving their sentence in institutions for the execution of criminal decisions or staying in detention institutions awaiting a court decision for more than 3 (three) months and citizens who stay continuously in health institutions for medical treatment for more than 3 (three) months, the responsible institution must submit, within 48 (forty-eight) hours, to the civil registry office, a list of their names.”

This decision takes effect immediately and a number of institutions will be responsible for its implementation.
