Eleven properties with a total area of ​​254,300 m² in the coastal area of ​​the village of Shetaj in Durrës have been seized by SPAK, after it emerged that they were obtained with forged documents, carried out by a criminal group led by Aleksandër Laho, known as Rrumi i Shijakut.

During intensive investigations conducted by investigators of the National Bureau of Investigation (BKH), under the direction of special prosecutors, the criminal activity of the perpetrators who committed the falsification of real estate registration documents, carried out in the form of a structured criminal group, was documented.

From the evidence administered, it results that the citizen, Aleksandër Laho, in the role of creator, leader and organizer, has created a structured criminal group, with the aim of carrying out the illegal activity of forging documents, where members of this structured criminal group are the citizens; VM, (alias VK); AB, VB and other unidentified citizens.

These citizens are suspected of having forged documents, the issuance of which is carried out only by the Cadastre institution in the Durrës District Council, the land allocation commissions in the villages of Lalëz, Shetaj, Bizë and Kërtushaj in the Durrës district, as well as the former Local Real Estate Registration Office, Durrës.

The mechanism used by members of this structured criminal group includes the complete forgery of Land Acquisition Acts (LAAs), the partial forgery of original LAAs, by increasing the number of parcels, the production of forged documents and their illegal entry into the archive of the former Durrës ZVRPP, presenting them as decisions of the Commission for the Verification of Property Titles at the Durrës District Council.

Also, this group acted by removing the sheets of the property card registers in volume, where properties of the cadastral items "Forest" and "Fruitless" were registered, and replacing them with new sheets falsified in form and content, where they reflected registered properties of the cadastral item "Field".

In fact, the people led by Aleksandër Laho have even produced completely falsified documents for the practice of revaluation of property, with the aim of paving the way to move on to the next phase, which was the transfer of ownership through a deed of sale or deed of donation, etc.

The properties registered in violation of the law were registered in the names of the villagers of Lalëz, Draç, Bizë and Shetaj, who in most cases were unaware that they were the owners of these properties.

All these actions were carried out with the sole purpose of realizing illegal profits through the sale of these assets to individuals or companies interested in investing in the coastal area of ​​Lalëz and Shetaj (Rëra e Bardhë and Kepi i Rodonit).

Artan Lame's discovery in 2022

What SPAK has discovered today thanks to cooperation with European partners, the head of the Albanian Cadastre, the late official and professional Artan Lame, had revealed himself three years ago.

Invited to the show "Opinion" in 2022, he revealed for the first time the legal violations and manipulations that have been committed in the registration of property in the Durrës Cadastre. According to him, the removal of registration sheets or their replacement was found in the registers.

" The Durrës Cadastre did not have a headquarters. It was in a private business center. This phase was overcome by taking the Cadastre altogether and bringing it to Tirana. That day, the police were contacted because there was resistance. At this moment, issues began to emerge, more or less the disease of Vlora.

But with one innovation. In Vlora there had been no register at all, in Durrës because there was a register they were forced to tear up the sheets.

Durrës had 1063 registers with 250 pages each of these 30 years, only 152 came out without damage and 908 registers are damaged starting from 730 pages that are completely missing, going from 12 to 15. When they were carefully removed, they also removed the root of the page. 243 pages have been replaced because they differ in color , "said Artan Lame at the time.
