On the very day that Klodian Braho took office as Chief Prosecutor in the most active way possible by serving on the Mandates Council in the Assembly, the Standing Parliamentary Committee Xhafaj sought to be included on the SPAK agenda .

The request was related to a monitoring visit on SPAK's results on money laundering.

In this letter that tch has, the policy bases the request on a letter from the Financial Intelligence Agency addressed to the parliament and several institutions for the disposal of data on money laundering.

But SPAK says 'no' to the meeting with the Xhafaj commission, which was suggested to be held on February 6, 2026. In this document, SPAK describes the monitoring meeting as a violation of the law and the independence of the Special Prosecution Office.

“Any practice of conducting such monitoring visits would conflict with the constitutional independence of the Special Prosecution Office. This independence is not only a formal legal requirement, but also a fundamental condition for ensuring independent, impartial and efficient investigations, in the protection of the public interest and the rule of law.”

However, SPAK gives a green light for cooperation with the commission, when it reminds them that it can inform them according to the law, but not monitor them.

"Following the inter-institutional dialogue and cooperation with the commission, the Special Prosecution Office remains committed to contributing to the transmission of any necessary information in order to fulfill its constitutional obligations."

However, as stated in the letter, SPAK has previously reported on the fulfillment of the Task Force's recommendations.

This information is carried out within the framework of the Albania process by Moneyval, the International Anti-Money Laundering Monitoring Organization.
