"Danjeli brought it on us..."/ SPAK file on the 3 police officers in
Daniel Likskëndaj, Afrim Ferraj and Artur Jançaj

An ordinary quarrel between several workers of a business in " Palasë" has become the reason for the launch of an investigative practice at the Orikum police station.

But the chiefs of this police station, Daniel Likskëndaj, Afrim Ferraj and Artur Jançaj , instead of investigating the circumstances of the incident, enter into corrupt affairs with one of the people associated with the police station, Everest Basho.

3 Orikum police officers manage to take 2.7 million old lek from Everest Basho , in exchange for not arresting him and not registering a criminal file.

From the wiretaps, it is understood that one of the Orikum police officers, Afrim Ferraj, tells Basho:

"...But it doesn't matter that Daniel brought it in for us, for that...

Everest replies: "...aaa... I don't know how to separate them, but the thing is that I'm fine in the system and if they eat me... I get a criminal record in e-Albania... and I'm fine...".

According to the investigative file, it appears that Basho, from June 2025 to September 8, 2025, worked in the Vlora district, as an electrician in a private business owned by Gentjan Kole , specifically in the bar he owned called "Tiki Bar" in Palasa.

At the same time, this citizen also manages a company called "Miku", which deals with the maintenance of villas in "Green Coast".

During the period he worked for this company, he was accommodated in a villa located behind the "Four Palms" hotel in Orikum.

In addition to working as an electrician, he also had a second job, specifically as a van driver, to transport employees of the "Miku" Company from Palasa to Orikum and vice versa.

On September 8, at around 4:30 PM, he left the “Tiki Bar” in Palasa with the company van and picked up the workers to take them to Orikum. One of the workers was an Albanian from Kosovo named “Vigan,” who worked as a cook at the “Tiki Bar.”

On the way, the cook insulted him twice by cursing him from the family. It was the third time he had insulted him. At the moment he insulted him, he stopped the van and got out of the car to ask for clarification. But the argument that started with words degenerated into a physical fight and they hit each other. One of the employees who was in the van got in and separated them.

After making amends, they continued on their way to the apartment where they were staying, in Orikum. Not even half an hour later, the owner, Gentjan Kole, arrived at the apartment where they were staying. As soon as he saw him, he started hitting Everest with his palm, without giving him any explanation.

At this moment, Everest Basho had left the apartment and went to a nearby bar in Orikum. As soon as he sat down at the bar, a person called him and told him that he was a police officer and that a report had been filed against him, so he should report to the police station.

After this notification, he was immediately taken from the bar and reported to the Orikum Police Station. After waiting for about 2 hours, two police officers arrived.

One introduced himself as a member of the SPZ of the area and his name was Afrim Ferraj, while the other was a civilian, about 30-35 years old, tall who introduced himself as the Chief of Crimes and whose name was Daniel Likskendaj. As soon as they arrived at the station, the uniformed police officer Afrim Ferraj picked him up and took him to the Chief of Crimes' office.

At first, Daniel Liskëndaj told him that they had filed a criminal report against him because he had hit a citizen from Kosovo named Vigan. He told him that his case was serious because he was accused of hostage-taking, since he had been stopped on the street.

On the other hand, Everest explained that he had no problem with Vigan, that they had reconciled with each other. Meanwhile, Daniel insisted, telling them that hostage-taking is a serious criminal offense and is punishable by a long prison sentence, from 7 (seven) to 10 (ten) years.

At the same time, he asked her what her parents did for a living. Then he said: "...you're eating it because of the anger of your bosses..." (meaning the owners), since a month ago there had been a robbery at the house where the cooks lived.

Their case was closed, the bosses took the case to Vlora and closed it there. After Daniel said these words, the area's plenipotentiary, Afrim Ferraj, took him from the office and sent him to his office, which was next door.

The officer said: "...give the boss a coffee and close this case," but you should not talk to anyone outside when you leave here. Seeing the pressure they were putting on him, afraid and thinking that they would unjustly keep him in prison for something he had not done, citizen Everest Basho told the plenipotentiary how much coffee should be to close this problem.

Afrim told him that the coffee to solve the problem was 3 and a half million lek (old money). Everest told him that he only had 2 (two) million seven hundred thousand lek (old money) and that it was all the money he had collected from his salary and which he had left in the room where he slept.

Afrim came out of his office and told him to wait until he could talk to the boss. After they spoke separately, he came and said, “Okay, we’ll end it with that.” At this moment, in the presence of the plenipotentiary, Basho called Klejvis Mino on the phone number 068 25 XXX, because they were staying in the same room, and told him to take the money and bring it to the Orikum Police Station.

According to Basho, after about 15 minutes, Klevisi brought the bag with 2 million 700 thousand lekë. Afrim Ferraj ordered him to wrap the money, put it in a white sheet of paper and place it under the bag of boss Daniel Likskendaj.

Basho reports that the Chief of Crimes, Daniel Likskendaj, had a black bag with a black strap that was placed on his arm. According to Afrimit's instructions, he took the money, wrapped it in a sheet of paper and placed it under the bag of Daniel (Chief of Chemicals) in the presence of two police officers.

After being given the money, Crime Chief Daniel Likskendaj took both statements and tore them up in front of him and threw them in a trash can.

In the end, he told her that they were closing it here, since they had agreed and nothing would be recorded in the system for her. Daniel Likskendaj also told her that he would call her in three days to see if she had agreed with Vigan, but in fact he did not call her.

On November 26, 2025 at 12:00, Everest Basho called police officer Afrim Ferraj, with whom he left the meeting place. From the conversation they had with each other, it turns out that the police officer initially confused him with another person and another case. Then he remembered the accuser and the case with him.

In summary, Everest Basho explained to Afrimi that when he had attempted to travel outside Albania, they had not allowed him to do so, as there was a problem with the system.

He told Afrimi that there had been no other problem other than the incident with the Kosovar citizen, while they had assured him on the day of the incident that they would not throw him into the system.

Afrim Ferraj asked the informant for his identity card and after sending it with a photo to Daniel Likskëndaj, he asked the latter to verify it in the TIMS system.

Daniel has completed the verification and confirms that Everest Basho has no problem and is clean in the TIMS system.

From the situation described above, the following transcript stands out as important:

Everest - I came more out of concern than because I gave you what you asked for!

Afrim - Oh brother, xero! (implies clean in the system)

Everest - I gave you as much as I could...

Afrim- Did your father leave you some coffee? I don't remember.

Everest- Daniel? I gave him... I gave him a large coffee.

Afrim- How much did you give him? I don't remember!

Everest- Two point seven.

Approximate- Two hundred and seventy?

Everest- Two point seven, it was two million seven hundred...do you remember, what did they want to do to me? I forgot to ask you, because- I never found out about that. Now who reported me then? That Kosovar? He...not that I agreed with him that I was at home, him or the owner, a certain Mishel Petriti

Afrim- Listen- brother! You were with your friend, weren't you? Is that what it was?

Everest- Yes... yes, I agreed with that at home. Did I fight with that? I took it back home, because it was the van with the workers.

Afrim-   Now I remembered. Did you come from Palasa?

Everest - We took him on the road, I took him home, and when I arrived, the owner... the managers, the black market...

Afrim- Yes.

Everest - Even the owner hits me... I said that

Afrim- To the house in Dukat?

Afrim- Here, here, I was staying in Orikum...I told Daniel that day, look, we're done, it's not my fault

Afrim- But who was the owner? It was...

Everest - No point in talking... Now listen to my brother: What kind of papers did they keep here? Daniel tore up my papers, and my statement and his, so I came more than I said, maybe those owners did something to me, because I got into a bad fight with one...

Afrim- Now you brought the coffee to Daniel yourself?

Everest-   As you instructed me... I put it on the sheet... I left it on the sheet!

Afrim- How old are you?

Everest- Two point seven, they brought me there, they brought me out. I gave Daniel the coffee to ask if any of them had come out.

Afrim- Because I remember you gave seven hundred euros.

Everest- No, I gave two point seven, not seven hundred, remember I told you how much I'd give you? Here at the market... why didn't you go buy cigarettes... I went out, at two in the morning, she was hanging out... the thing is...

Afrim- Well, it's not like Daniel brought it in for us, for that...

Everest-   Aaa... I don't know how to separate them, but the thing is that in the system I'm fine and they eat me... I get a criminal record in Albania... and I'm fine.

Afrim- Take it directly.

Everest - That's why I say who reported me because I was there... Anyway, you live.

Afrim-   You are very clean, but here you are not one hundred percent clean with money.

Everesti-   I gave him the money, but I don't know how you did the shopping, I put the money in... I told him I was worried about my salary, do you know how much money they kept from me? I was supposed to get half of my salary, about six million lek, and when they started, no oil, no c... in the f... no fighting, and how did I get that money?/ Syri
