SCHEME of financial abuse of 2 million and 700 thousand euros/ OLAF investigator comes to Korça and takes the criminal file of the police officers with 'Frontex'!

A prosecutor from the European Anti-Fraud Office (OLAF) based in Warsaw, Poland, is reported to have arrived in Albania, making contact with officials from the Korça prosecutor's office.

The purpose of the visit of the European Union Prosecutor was related to a criminal file concerning the economic fraud of State Police employees who performed police service with the "Frontex" mission.

This is the second time that OLAF prosecutors have arrived in Albania to investigate abuses of European Union funds in Albania.

The first case is the precedent of abuse of EU funds for the Agricultural and Rural Development Agency (AZHBR).

While the second case of financial abuse is related to the State Police at the "Frontex" mission.

This mission is located in Albania to monitor clandestine people from the Middle East who enter Albanian territory through the green border line between Greece and Albania.

Along with the foreign police officers of this mission, State Police officers also serve, who, according to the investigation, were selected by the former director of the Border at the State Police, Eduard Merkaj, and then placed in joint service with "Frontex" for a period of time.

"Frontex" paid for the hours of service, food and accommodation of State Police employees in border areas through financial amounts allocated by the European Union.

But as journalist Elton Qyno learns, the issue of payments to Albanian police officers has now been a financial fraud, so in addition to the Korça prosecutor's office, the European Anti-Fraud Office (OLAF) based in Warsaw, Poland, has also launched a criminal investigation.

A prosecutor from this office arrived at the Korça prosecutor's office in November 2025 and requested information regarding the progress of the investigations.

At the same time, the prosecutor also requested to be acquainted with the investigative acts and the form of fraud that the Korça prosecution was able to prove against 20 State Police employees.

As part of the joint investigations being conducted regarding this issue, in Korça and Warsaw, OLAF has already withdrawn the Albanian file through a letter of request, with the aim of studying it in Poland.

The case in question showed the discovery of one of the most sophisticated schemes for the theft of European Union funds by State Police officials.

The scheme was extended by officials of the Border and Migration Department of the State Police and then implemented in the police service sector near the border areas.

Sipas dosjes hetimore, punonjës policie janë angazhuar me “Frontex”, të cilët pasi janë akomoduar në hotele janë pajisur edhe me faturat tatimore përkatëse sipas netëve që kanë fjetur.

Njëri nga pronarët e hoteleve,i cili është vënë nën hetim për rastin në fjalë, ka treguar në prokurori se: “…të përhershëm, ka në hotel grupin e antikontrabandës të cilët kryejnë shërbim në PKK Kapshticë, kurse pjesa e punonjësve të policisë që janë të angazhuar me “Frontex” vijnë rrallë…”.

Ai ka deklaruar se nuk e mban mend numrin e saktë të punonjësve të policisë që kanë fjetur në Hotel, por thekson që janë shumë pak.

“…pasi flinin në hotel këta punonjës policie i paraqisnin një fletë e cila quhet “INVOCE” të cilët e merrnin tek “Forntex” dhe ai ja vuloste me vulën e firmës që drejton, kurse nga korriku 2021 e në vazhdim unë po procedoj me programin e fiskalizimit…”, ka treguar pronari i hotelit që tashmë është vënë nën hetim.

Ndërkohë i pyetur nga ana grupit të hetimit, nëse ka patur raste që në këtë hotel të kenë fjetur edhe punonjës të PKK Kapshticë si psh: inspektor Edi Spaho, inspektor Adi Bregu, inspektor Markeljan Murati, Inspektor Gerti Haxhia, Inspektor Endri Duro, Inspektor Mentor Bushi etj, ai shpjegon se: "…nga emrat që më thoni unë nuk mbaj mend asnjë nga emrat që përmenden më sipër nëse kanë fjetur apo jo në hotelin tim. Në lidhje me këtë më duhet të shikoj praktikat pranë hotelit, por me siguri të plotë them që Edi Spaho, nuk ka fjetur në hotelin tim…“.

Po ashtu i pyetur si person nën hetim pronari i hotelit, ka deklaruar se punonjësit e PKK Kapshticë, Inspektor Edi Spaho, Inspektor Adi Bregu, Inspektor Markeljan Murati, Inspektor Gerti Haxhia, Inspektor Endri Duro, Inspektor Mentor Bushi, Denjon Myteberi etj nuk kanë fjetur në hotelin e tij.

Ndër të tjera hetimi i kësaj dosje, ka zbuluar se punonjës policie në Gjirokastër, kanë arritur të marrin fatura në subjekte ndërtimi, duke i servirur ato si fatura shpenzimi në hoteleri dhe restorante ushqimi.

Pas mbledhjes së faturave me çmime shërbimi mjaft të kripura ato dorëzoheshin në Zyrën e Financave, ku më pas bëhej pagesa.

Rasti në fjalë vijon të jetë ende hetim, por pritet që në ditët në vijim prokuroria e Korçës të mbyllë hetimet, duke dërguar në gjykatë mbi 20 punonjës policie që kanë abuzuar me detyrën e tyre duke sjellë një dëm prej gati 3 milion euro.

The investigations also proved that police officers at the management level, in abuse of their duties, issued a considerable number of fictitious transfer orders to various Border Police Stations, under the jurisdiction of the Korça Border Police Headquarters, with the aim of favoring police officers for illegal benefits.

Meanwhile, the Finance Sector at the Border and Migration Department, in excess of legal powers and abuse of office, based on fictitious documentation presented by police officers, paid amounts in euros, which included accommodation, sleeping, or various diet expenses./ EltonQyno
