Some citizens who have bought apartments and mortgaged them are being forced to leave due to conflicts between landlords or builders and landowners. Kristaq Qiqi showed in the show Stop that he had bought an apartment in 2012 on Kavaja Street in Tirana with a regular contract, being provided with a mortgage.
In 2021, private bailiff Besnik Bajraktari was informed that he had to vacate the house, after a conflict between the builder and the landowner. Kristaq did not attach much importance to this request, as he had a certificate of ownership and his decision did not mention his concrete property. But on August 10, 2021, when Kristaq was in London, he was forced to return urgently and found the lock of his altered apartment. In the other case, some families in the OSHEE area in Tirana denounced that they want to evict them from the houses they have bought for 25 years and have mortgaged. Among them there were also buyers, whose apartments have been sold 4 times.

The problem for them has come because of a conflict between two partners, who have built this palace.

In this instruction published in the Official Gazette, it is clearly stated that when there are notarial contracts or notarial acts, no bailiff can impose sequestration on these individualized construction units. Even in cases where it has been decided, the bailiff must immediately remove the seizure in cases where a venture contract is available and it is verified that payments are made in implementation of the contract.
