330,000 ALL bribe for 670,000 ALL tender/ GJKKO's appeal leaves secretary

The appeal of GJKKO has left the Secretary of Health Joana Duro and the specialist Luara Shteto in prison. The two officials are accused of corruption in the tender of the Ministry of Health.


Secretary of 'Health' Joana Duro and specialist Laura Shteto asked for lighter security measures.

Duro was arrested together with Sheto on June 2, 2023, after it is suspected that the Secretary of Health took bribes of 330 thousand lek to favor the company 'DRICONS' in a tender opened by the Ministry for the supervision of the reconstruction of health centers in Tirana and Durrës. 

In the public procurement agency, it can be seen that despite the value of ALL 805,872.23 set as a limit fund by the ministry for the tender, the winning company has offered ALL 672,457.60. 

The two officials are accused of the criminal offenses "Passive corruption of high state officials or local elected officials" and "Active corruption of high state officials or local elected officials".

SPAK's investigations into corruption with the tender of the Ministry of Health have also led to the arrest of the administrator of the company, 'DRICONS', Vladimir Topi and the engineer Silvi Shehi.

Corruption scheme

Vladimir Topi and the engineer Silvi Shehi are suspected to be the people who intervened by giving Joana Duros 330,000 lek in bribes so that she could influence them to be declared winners in the tender for the reconstruction of health centers. The winner of the tender with a limited fund of ALL 805 thousand was announced on June 1, while SPAK intervened on June 2 when the bribe was given.

The Special Prosecutor's Office says that after the investigations, it turns out that it was Vladimir Topi who gave Duro 330 thousand lek to favor him in the tender opened by the Ministry of Health. As for the company's engineer, Silvi Shehi, he received the sum of 330,000 ALL and sent it to Laura Shtetos, High Level Specialist at the Agency for the Provision of Integrated Public Services.

The state and the engineer of the company 'DRICONS' have made the connection between the Secretary of Health and the administrator Vladimir Topi. After receiving the money from the engineer of the 'DRICONS' company, Shteto sent it to the general secretary of the Ministry of Health. Vladimir Topi and the engineer of his company are accused of the criminal offense "Active corruption of high state officials or local elected officials", in collaboration.
