Kidnapping of a citizen by two civilian police officers, Minister Lamallari

Interior Minister Besfort Lamallari has reacted to images that were made public this Thursday afternoon on one of the streets of Tirana, and which have been widely shared on social media, where a citizen is suddenly stopped by people dressed in civilian clothes.

The footage was also shared by renowned journalist Mentor Kikia, accompanied by a public question for the Minister of Interior, who described the citizen's detention in the middle of the road as terror.

"Get your wits about you, you've completely slipped. Your eyes are blind. How is it possible that two unidentified civilians violently take a man on the street, among the citizens who are wondering. Because this was a protest activist," the journalist writes, among other things.

Given the high interest and virality of the footage, Minister Besfort Lamallari responded directly to journalist Mentor Kikia, highlighting that the two people in civilian clothes are in fact agents of the Criminal Police Department.

He says that the journalist is relativizing violence in protests, and this, according to the minister, is one of the ugliest forms of inciting it.

"The people accompanying the citizen shown in the published video are State Police employees, working as Criminal Police agents in one of the Police Stations under the Tirana Local Police Directorate.

"From the analysis of the administered video footage, persons have been identified who, during the protest, have hit State Police employees, who were on duty, with hard objects. As a result of these attacks, 6 police employees have been injured, 3 of whom have suffered more serious physical injuries," the minister explains.

According to Besfort Lamallari, in fulfilling their functional duties and in accordance with the law, Criminal Police officers have the right to keep under surveillance persons suspected of involvement in or support for violent acts during gatherings, as well as, at appropriate operational moments, to escort them for further procedural actions.

"The police officers, in the first moments of the intervention, introduced themselves to the escorted person as Criminal Police agents. The allegations of "terror" practices, presented in the published video, do not hold up," he adds, emphasizing that the agents acted in accordance with standard work procedures and protocols for managing and guaranteeing order and security during gatherings.
