CNN Report: Ivanka Trump Plans Luxury Resort on a Protected Beach in Albania

In a podcast interview published this week, Ivanka Trump spoke about her newest real estate project — what she described as an “incredibly beautiful 1,400-acre private island in the middle of the Mediterranean,” along with about 5 miles of Albanian coastline that is intended to be transformed into luxury resorts and hotels.

But the project, backed by the US president's daughter and her husband, Jared Kushner, involves the planned development of a protected natural area along the coast opposite the island. Environmental groups say the area has already suffered damage, even though the project has not yet officially begun.

The initiative has sparked large protests in Tirana, where demonstrators have held up pink cardboard flamingos, claiming their habitats are being threatened. The project has also sparked strong reactions in Albanian public opinion, in a country that continues to have one of the lowest per capita incomes in Europe.

The European director of the environmental organization BirdLife, Ariel Brunner, stated that during a visit in early May to the natural area, he and his colleagues saw excavators opening roads on the beach and trucks dumping gravel.

"There was no information board, neither near the lagoon where the road was being opened nor on the beach where the machinery was working. There was no sign indicating a license, permit or even who was carrying out the work," he said.

On the other hand, Prime Minister Edi Rama has insisted that the project has not yet started and that "the environmental impact assessment is still in process," while continuing to support the development of the Albanian coastline.

What is known about the project so far?

The first component of the project is Sazan Island, a former communist-era military base, currently uninhabited.

"We were traveling on a friend's boat and we stopped to swim. That's how we discovered it. We swam to the island, climbed barefoot to the top and were amazed," Ivanka Trump told American podcaster David Senra.

The second area is the Poros-Nartë Pine, an undeveloped stretch of beach located within the Vjosa-Nartë Protected Landscape. It is home to endangered species such as Mediterranean seals, sand-nesting sea turtles, and more than 200 bird species, including flamingos and pelicans.

CNN contacted Jared Kushner's private investment fund about the project, but was directed to Sazan Real Estate Development LLC, which clarified that the investors are involved in a personal capacity.

Kushner ka treguar se gjatë një udhëtimi me jaht pranë brigjeve shqiptare në vitin 2021, ai zhvilloi një takim me kryeministrin Rama dhe më pas nisën diskutimet për mundësitë e investimit. Në vitin 2024, ai publikoi në rrjetet sociale imazhe konceptuale të projektit.

Kritikët kanë ngritur vazhdimisht shqetësime për konflikt të mundshëm interesi, duke qenë se Kushner shërben si i dërguar special i presidentit Donald Trump, ndërkohë që zhvillon aktivitete private biznesi.

Të mërkurën, Rama konfirmoi se Kushner dhe Ivanka Trump janë pjesë e projektit, por theksoi se në të përfshihen edhe investitorë dhe arkitektë nga Japonia, Danimarka, Turqia, Greqia dhe Franca.

Ai deklaroi se “nuk ka ende një projekt përfundimtar” dhe se ndikimi mjedisor po vlerësohet.

“Nuk ekziston ideja që familja e presidentit amerikan po merr nën kontroll zona të mbrojtura ku flamingot do të vriten,” tha Rama, duke shtuar se grupi i zhvilluesve ka kontraktuar ekspertë për studimin e ndikimit në mjedis.

Sipas tij, projekti nuk do të “hedhë beton mbi kokat e flamingove”, por do të dëshmojë se zhvillimi ekonomik dhe natyra mund të bashkëjetojnë.

Hetim nga SPAK dhe ndryshimet ligjore

Më herët gjatë javës, SPAK njoftoi mediat lokale se kishte hapur një hetim lidhur me projektin, pa dhënë detaje të mëtejshme.

Një pjesë e debatit lidhet me ndryshimet e vitit 2024 në legjislacionin shqiptar për zonat e mbrojtura, të cilat lejojnë ndërtimin e resorteve luksoze brenda tyre. Ligji përjashton nga kufizimet “strukturat e ekselencës, me 5 yje ose më shumë”.

“Është e pazakontë të shkruhet drejtpërdrejt në ligj se resortet luksoze përjashtohen nga mbrojtja mjedisore. Është një nga tekstet ligjore më brutale që kam parë në karrierën time,” u shpreh Brunner.

Komisioni Evropian i tha CNN se ka shprehur shqetësime ndaj autoriteteve shqiptare për mangësitë e mundshme të projektit dhe për ndikimin që mund të ketë në zonat e mbrojtura.

Sipas Komisionit, Ministria e Mjedisit është angazhuar se punimet janë pezulluar, ndërsa hetimet e SPAK duket se shtrihen përtej çështjeve mjedisore.

Çfarë thonë protestuesit?

Aktivistët dhe qytetarët kanë protestuar prej javësh, duke kërkuar transparencë, publikimin e lejeve dhe mbrojtjen e vijës bregdetare.

“Projekti është shumë shkatërrues, pasi planifikohet të ndërtohet brenda një zone të mbrojtur, një prej ligatinave më të paprekura të Mesdheut,” tha biologu mjedisor Melitjan Nezaj nga organizata PPNEA.

PPNEA deklaron se një pjesë e dëmeve në dunat ranore janë tashmë të pakthyeshme dhe se punimet kanë bllokuar një nga dy kanalet që lidhin Lagunën e Nartës me detin, duke rrezikuar ekuilibrin ekologjik të zonës.

Banners with flamingos and sea turtles were displayed at the protests, while citizens chanted the slogan: "Albania is not for sale."

According to BirdLife, the organization is not against any type of coastal development, but argues that there are other degraded areas that can be revitalized without harming protected ecosystems.

“If you physically destroy the habitat, every species that lives in it will disappear,” Brunner said.

Because project documents and permits have not been made public, it is not yet known exactly how many buildings will be built and which parts of the area will be affected.

However, Ivanka Trump herself has described the project as gigantic.

“We will have hotels, resorts, wellness centers – everything. The scale of the project is almost mind-boggling,” she said, adding that community is at the heart of it. “You can’t impose yourself on a place or a culture; you have to understand it first to make the development beautiful, subtle and meaningful.”
