Two companies owned by Hekuran Brahimaj and Turjan Hysko will receive 77,000 square meters of free state land on the coast of Lukova to build hotels and a large tourist village there.
The Strategic Investments Committee has approved the " Strategic Investor, Special Procedure " status for the Atara Resort & Villas investment project at its last meeting .
The developer companies of this project are Lukova Bayside Hotel & SPA shpk and TO 27 Construction .
The first company is owned by two shareholders, Hekuran Brahimaj , the former socialist mayor of Vora Municipality owns 65 of the shares, while the rest of 35 percent of the shares is owned by Turjan Hysko , the brother of the former socialist deputy and chairman of FRESSH, Eljo Hysko.
The second company, TO 27 Construction, is 100 percent owned by Turjan Hysko, whom the public knows as a moderator on television screens.
Forgiven state land
The investment project envisages the construction of a luxury tourist resort worth 50 million euros, which will be spread over an area of ??about 158 ??thousand square meters of land.
According to the decision of the Strategic Investments Committee, the project affects an area of ??41,915 m2 privately owned by the applying entities and an area of ??76,950 m2 owned by the state. Meanwhile, the entities for an area of ??39,009 m2 are in the phase of negotiations with private entities.
The Strategic Investment Committee chaired by Edi Rama has approved in principle the free grant of 77,000 square meters of state land for the two companies.
"The support measure for making available the state real estate with an area of ??76,950 m2, in ZK, is approved in principle. 2518, of the cadastral item "olive" and "orchard", only after all the necessary verifications and confirmations by the State Cadastre Agency have been carried out in terms of specifying the location (detailed parcels), surface area, their legal status and for as long as there are no administrative and/or judicial disputes with the state in the property object of strategic investment," the KIS decision states.
Company without capital
The two companies developing the project are without economic activity and without financial means. The first company has a total capital of only 355 thousand euros, while the second one has a negative capital of 870 euros.
Clearly, these are two companies that do not have the financial means to make an investment of 50 million euros.
But the Committee of Strategic Investments says that the investment is guaranteed by Brahimaj's other company, which is Emante LLC.
"Based on the contract with directory number 21834 and collection number 8946, between the companies Lukova Bayside Hotel & Spa, TO27 Construction and the company Emante shpk, the parties have agreed that the company Emante shpk will be the guarantor of the financing of the project," the decision states of KIS.
Emante shpk is a company founded in 2006 with the object of import-export activity and trade of construction materials, which is entirely owned by Hekuran Brahimaj.
Last year the company realized a turnover of about 9 million euros and recorded a net profit after taxes of 630 thousand euros.
