According to SPAK, former minister Beqaj, during his tenure as the director of the State Agency for Strategic Programs, otherwise known as SASPAC, set up a real corrupt scheme with the aim of benefiting from sums of money by organizing fictitious tenders.

His defense lawyer has said that the former minister is not in danger of leaving the country or spoiling the evidence.
