The intervention in the Erzen River embankment, carried out without a construction permit and without a technical study, is suspected of causing the flooding of several villages in Sukthi and the evacuation of residents, putting the Durrës Prosecutor's Office in motion.

Prosecutor Suela Beluli, at the Court of First Instance of General Jurisdiction of Durrës, has registered criminal proceedings no. 56 of 2026, for the criminal offenses "Destruction of property by flooding", "Destruction of property by negligence" and "Abuse of office", provided for by articles 153, 161 and 248 of the Criminal Code.

According to the decision dated February 4, 2026, signed by Prosecutor Beluli, the investigations were initiated following the situation created by the floods, the order to evacuate residents, and public denunciations on social networks and the media, regarding interventions for the rehabilitation of the Erzen River embankment.

Sources indicate that for the needs of the investigation, Prosecutor Suela Beluli has ordered the seizure of all documentation related to the procurement, implementation and handover procedures of the works for the rehabilitation of the embankment, the erection of the jetty and the systematization of the Erzen River, as well as the technical and legal documentation of the construction permit for this facility, from the Municipality of Durrës.

In addition to the investigations by the Durrës prosecutor's office, officials of the coastal city's municipality, including Mayor Emirjana Sako, have also been reported to SPAK by member of the national council of the Democratic Party, Ilirjana Kuçana.
