The lack of nurseries in some rural but also urban areas limits women to be active in the labor market.
A performance audit of the High State Control "Gender equality and empowerment of women in rural areas, through inclusion in the labor market" underlines that the audit of the data collected by the Local Self-Government Units subject to audit, found that almost 80% in them, the ratio of nurseries and kindergartens is not in fair proportion to the rural and urban administrative units that belong to a Municipality.
"Referring to the official data from the audited municipalities, it is found that nurseries are missing in rural administrative units and in some cases also in urban administrative units. As a result, a complete coverage and fair division according to urban and rural areas, with kindergartens and nurseries, is not ensured", the report states.
Likewise, the auditors have found that from the data collected by the Local Self-Government Units audited, it was found that in some local government units, public transport is not provided, except in the urban administrative units.
As a result, conditions of relief are not provided to bring women and girls as close as possible to the labor market.
In relation to this, KLSh assesses as a conclusion that the lack of nurseries in almost all rural UAs, as well as the lack of kindergartens in some of them, directly affects the level of employment of women from rural areas and does not reduce the barriers to bring women closer , young women and girls as close to the labor market as possible.
The same limitation is brought about by the lack of transport and logistics in rural administrative units.
KLSH has recommended that the Local Self-Government Units, in accordance with the regional strategies for the development of rural areas, take measures to assess the situation in these areas, to cover them with nurseries and gardens, as well as draw up investment plans depending on the proportional needs with the number of inhabitants.
Similarly, the units must assess the needs for public transport coverage in each administrative unit to bring it closer from rural areas to urban ones.
