Ilir Beqaj's lawyer, Ermal Yzeiraj, has published the former minister's public statement on his Facebook page.
In his public statement, he has identified several points that he calls untrue regarding the "Sterilization" issue for which he is accused.
"At the end of the day, serious monitoring is neither dumb nor propagandistic. It is a professional and responsible act. And if you don't get truths out of monitoring, but only clichés, then you're not monitoring – you're misinforming. And that's more dangerous than not being informed."
Because as the old saying goes, “the biggest deception is the one that sounds believable.” This is what is happening to us: a lot of noise, few facts, many monitors, little monitoring, ” says the former Minister of Health.
The trial for the "Sterilization" case is being conducted separately from former Health Minister Ilir Beqaj, who, unlike the other eight defendants who requested a summary trial, has requested a regular trial.
Ermal Yzeiraj's post:
Public statement by Mr. Ilir Beqaj
In the capacity of the legal representative of Mr. Ilir Beqaj, on his behalf, I am forwarding this public statement:
Monitoring as a national sport
By Ilir Beqaj
The word “monitoring” has become so common in public discourse that it often forgets its meaning. To clarify at the outset: monitoring is a systematic act of observation, to track progress, performance, or fulfillment of a specific commitment.
In essence, it is a serious process, requiring competence, clarity and honesty. But in Albania, monitoring is often done “with bare eyes” and “with a busy mind.”
For nine years, what is otherwise called the “sterilization contract” has become a matter of public interest. In fact, monitoring this contract has become a kind of national sport, where many compete to set the next record of misinterpretation. Neither the object of the contract, nor the real figures, nor the actual results matter. All it takes is one untruth to be repeated so often that it seems like the only truth.
To bring the debate back on the rails of reason, let me list some of these publicly monitored untruths that have now become a refrain:
Falsehood No. 1: Sterilization contract.
In fact, the contract doesn't even have a name. Its object is "the supply of a personalized set of surgical instruments."
Like many things we borrow from Italy, this contract follows the model of "gestione integrata dello strumentario chirurgico". Whoever has eyes to read, let them read it.
Falsehood No. 2: 50% more than the initial value was spent.
But none of the “monitors” have bothered to collect these numbers. No one has asked what effect the contracts have had on the speed of treatment, on capacity management, on reducing infections, or on the use of antibiotics. They are not interested in improving health outcomes.
It is enough for them to repeat untruths cyclically.
Instead of celebrating the fact that more people have been served faster and better, this reality is overlooked with a deliberate impatience to not see the good.
Falsehood No. 7: The economic impact is not calculated.
By staying 1.7 days less in the hospital, over 100 thousand days of incapacity for work have been saved and about 55 thousand days of contribution to the economy have been added. Let's invite the monitors to finally do the calculations once again, but this time for the benefits.
Falsehood No. 8: No one has been monitoring infections and antibiotic use.
This is just laziness. Let them go to the Institute of Public Health and get the data. If they really want to monitor.
At the end of the day, serious monitoring is neither dumb nor propagandistic.
It is a professional and responsible act. And if you don't get truths from monitoring, but only clichés, then you are not monitoring, you are misinforming. And this is more dangerous than not being informed.
Because as the old saying goes, “the biggest deception is the one that sounds credible.” This is what is happening to us: too much noise, too few facts – too many monitors, too little monitoring.
