Who will extradite Dritan Rexhepi? Albania and Italy in competition
The arrest of Dritan Rexhepi

The extradition of Dritan Rexhepi, one of the most wanted Albanians in the world, to our country seems to be a complicated process. On Friday, the Albanian authorities announced that they had started the procedures to request his extradition, attaching to the request sent to the Turkish authorities the sentences given by our justice.

Meanwhile, Italy, which played the main role in the capture of the 43-year-old, is also interested in bringing him to justice. Through an official communication this Saturday, the Italian Police announced that it had also submitted the request for extradition to Turkey.

The European Convention on Extradition, in its article 17, obliges the state that will make a decision in cases where there are two extradition requests at the same time for an individual, to take into account first of all how serious the offense committed in each from the states.

Albania has sentenced Rexhepi to 25 years in prison for murder, possession of weapons without a permit and falsification of documents and has accused him of ordering a kidnapping resulting in death, as well as drug trafficking.

On the other hand, in Italy, the 43-year-old man was sentenced to 16 years in prison for drug trafficking and is accused as the leader of the "Bello" organization, also for drug trafficking.

Starting from criminal offences, Albania seems to be favored by the provisions of the European Convention on Extradition.

Beyond the criteria related to the dangerousness of the criminal offences, another very important criterion that seems to be decisive in this case is which request for extradition is registered first with the Turkish authorities.
