SPAK Chief Prosecutor, Klodian Braho, held an informational meeting with journalists, where he spoke about the number of active proceedings of the institution.
Braho announced that the year 2026 has begun with a high number of cases under investigation, emphasizing that a significant portion of them are the result of investigations initiated by SPAK prosecutors themselves.
"What I wanted to share is the volume. The year 2026 has started with 616 active proceedings. I don't want to make a comparison between how the prosecution worked before and how it works now," he said.
According to Braho, more than half of active proceedings have not started from reports or referrals coming from outside the institution, but from proactive investigations undertaken by SPAK.
"More than half did not come from external reports or referrals, but from our proactive investigations. In the last six months, we have investigated 16 senior officials," the chief prosecutor said.

3. PROGRESS OF OUTSTANDING ISSUES FOR THE YEARS 2019–2021
3.1. The comparison of the same period of 2025 and 2026 shows a significant acceleration of the handling of backlogged cases registered during 2019–2021. During the period 1 January–15 July 2025, out of 145 active cases, 12 were completed, with an overall resolution rate of 8.27%. In the same period of 2026, out of 108 active cases, 63 criminal proceedings were completed, with a resolution rate of 58.3%.
3.2. In absolute terms, 51 more cases were concluded during 2026 than during the same period in 2025, or over five times more. The overall resolution rate increased by about 50 percentage points, from 8.27% to 58.3%, despite the comparison covering the same reporting period.
3.3. The greatest improvement is observed in the cases of 2019. By July 15, 2025, only 2 out of 35 cases had been completed, with a resolution rate of 5.71%, while by July 15, 2026, 24 out of 26 cases had been completed, or 92.3% of the stock at the beginning of the year. Only 2 cases from this year remain in process.
3.4. The result is also significantly higher for 2020 cases. The resolution rate has increased from 10.2% in 2025 to 78.9% in 2026. Out of 38 active cases at the beginning of 2026, 30 have been completed and only 8 cases remain in process.
3.5. Progress has also been made on 2021 cases, but at a more limited pace. The resolution rate has increased from 8.19% to 20.5%, with 9 out of 44 active cases being completed. However, the 35 2021 cases that remain in process represent 77.8% of the entire 2019–2021 backlog.
3.6. In conclusion, the data show that during 2026, work has focused with visible results on reducing the oldest stock, especially the cases of 2019 and 2020. The main challenge for the remainder of the year is to accelerate the handling of the cases of 2021.
4. PROCEEDINGS WITH HIGH-LEVEL OFFICIALS
4.1. During the period 1 January–15 July 2026, SPAK investigated 13 criminal proceedings involving 16 high-level officials/former officials and heads of institutions.
4.2. The majority of the persons involved are mayors or former mayors of municipalities and heads of central institutions. These two categories together represent 10 out of 16 persons, or 62.5% of the total.
