CEC begins distributing election materials in five municipalities

The Central Election Commission has begun distributing election materials for the November 9, 2025 by-elections.

The necessary materials are being distributed to the 5 municipalities of Vlora, Berat, Cërrik, Mat, Tepelena, including ballot papers, ballot boxes, minutes, secret chambers, and all other materials that guarantee the conduct of elections in accordance with the Electoral Code.

Two days ago, the Central Election Commission also conducted operational testing of the electronic voter identification (EVO) devices that will be used in Sunday's by-elections.

In accordance with the Electoral Code, 3% of the devices that the CEC will use in the mayoral elections in 5 cities were randomly selected to simulate the opening, closing and voter identification process.

The simulation of the process in this operational test verifies elements such as: whether a voter belongs to that polling station, whether a voter attempts to vote more than once, or whether a voter is at the wrong polling station, and others, as well as the visual and acoustic signals that the device provides for such cases.

For voter identification, the Electronic Voter Identification System (SEIV) will be implemented and Electronic Identification Devices (PEI) will be used, located in 472 voting centers in 5 municipalities, which will ensure accurate voter identification, based on the electronic register kept on the device.

On voting day, the voter will present himself at his polling center with his ID card or biometric passport, to be identified through the PEI device, where in addition to the identification document, he will also leave dactyloscopic prints (fingerprints), which will serve to identify cases of illegal voting.
