The Confederation of Albanian Trade Unions (KSSH) expresses its serious concern regarding the decision of the General Directorate of the State Cadastre Agency to close the local structures of ASHK in Vlora and transfer services to Tirana, a decision that enters into force on February 1, 2026.

Employees were notified of this decision on January 23, while the closure of local structures in Vlora was formalized today.

KSSH notes that "this process was undertaken without a genuine social dialogue, without prior consultation with employees and their union representatives, as well as without full transparency on the real consequences that this transfer brings for staff and for service to citizens."

KSSH supports the concerns raised by the employees of ASHK Vlora, who justifiably oppose the relocation, emphasizing that the transfer of functions and the review of property files to Tirana will create serious professional, social and family difficulties for the staff, as well as jeopardize the continuity and quality of public service at the local level.

The Confederation recalls that any decision affecting labor relations must respect the legislation in force, including the Labor Code and the principles of social dialogue, proportionality and safety at work.

Arguments of "improving work organization" and "increasing efficiency" must be accompanied by concrete, measurable analyses discussed with stakeholders.

KSSH calls on the General Directorate of Cadastre, the Prime Minister's Office and responsible institutions to:

- suspend the implementation of the decision until the conclusion of an open and honest consultation process;

- guarantee that the rights of employees will not be violated;

- to examine alternatives that enable the normal continuation of the functioning of ASHK Vlora in the city, in the interest of employees and citizens.

KSSH reaffirms its commitment to protecting the rights of employees, strengthening social dialogue and respecting the law as the foundation of any reform in public administration.
