The unauthorized cabins in Theth that became the subject of debate between Prime Minister Edi Rama and the Shkodra Prosecutor's Office are reportedly owned by Prek Kodra.

The name of Prek Kodra is known to the authorities.

In 2021, in a document from the Kosovo Counter-Terrorism Unit, Prek Kodra had planned to assassinate the Prime Minister of Kosovo, Albin Kurti, and two other prominent Kosovo politicians with a sniper.

He has also been declared wanted by SPAK in the context of the "Metamorphosis" file, on charges of several criminal events.

The Shkodra Prosecution Office, responding to Prime Minister Rama, said that "the police facts were not sufficient for criminal prosecution."

The prosecution emphasized in its response that the decision of prosecutor Elsa Gjeli is not "an act of personal will, but a legal act."

It also emphasizes that such concerns should be addressed through legal channels and not through political messages.

On the other hand, Rama has warned of denouncing the KLP for what he calls the "Rooster" scandal.
