The scandal of defrauding 23 women with loans at 'IUTE Credit' in

The fraud of 23 women in the Lezha area by a 33-year-old woman, who applied for a loan in their name at  IUTE Credit  after taking their identity cards, has once again called into question the standards followed for borrowing from non-bank financial institutions as well as the implementation of the regulations of the Bank of Albania.

Everything happens after the criminal scheme of  MCA and Final , which has affected thousands of Albanian families and has caused several deaths so far through suicide.

Police discovered a few days ago that 33-year-old Donika Curri had deceived 23 women in the Zejmen area of Lezha by initially promising them benefits from projects of several embassies in the country.

In this way, she took the women's ID cards, which she then used on the MyIute app, applying for loans in their names after taking a photo of them.

Some of the women were unaware of the loans taken out in their names, while others were made aware of them later.

The Bank of Albania confirmed that it has initiated actions to verify the case in question as well as the standards followed by IUTE Credit Albania in cases of loan applications, as well as the procedure followed to identify the loan applicant.

"We would like to inform you that the Bank of Albania has received all the necessary information from the entity (Iute Credit Albania specifically), and is verifying the explanations provided by them," the Bank of Albania said.

On the other hand, in a reaction a few days ago, IUTE Albania stated to Skyweb.al that it had suspended all loans issued through the scheme followed by the 33-year-old until the circumstances of their receipt were fully verified.

More than the fraud in question, which constitutes a criminal offense and for which the 33-year-old woman who set up the scheme will be held accountable before the law, the way in which loan applications are accepted at non-banking institutions in Albania and, above all, the verification of the borrower's solvency is a serious concern.

The Bank of Albania said that “ electronic loan applications and remote verification of the client are permitted,” adding “as long as they are in compliance with the legislation in force .”

In October, the BoA approved several changes to the regulation "On Risk Management for Non-Bank Financial Institutions", specifically focusing on verifying the credit applicant's solvency, to avoid irresponsible borrowing and lending, which still seems to be lacking as long as someone can make 23 credit applications through other people's IDs, which are then approved by the lender, in this case IUTE Credit.

However, the BoA said "The implementation of the regulation " On Risk Management for Non-Bank Financial Institutions" in its entirety and the recently made changes is an indisputable obligation. The Bank of Albania remains committed to their verification on a case-by-case basis through on-site inspections ."

Skyweb.al previously communicated with the Albanian Microfinance Association, requesting information on the practices that its members are following during lending procedures.

Brunilda Isaj, Secretary General of the association, confirmed to skyweb.al that the implementation of the BoA regulation "On risk management in the activity of non-bank financial entities" is a non-negotiable obligation for every member of the association, while the techniques followed to verify the borrower's solvency are procedures determined by the institutions in question themselves.

"These are included in operational risk fraud and for this there are three lines of defense: branch or partner; compliance and internal audit. But they also occur in banks where there is physical verification, because cards are cloned and reproduced by fraudsters," said Ms. Isaj./ Skyweb
