The Special Prosecution Office against Corruption and Organized Crime (SPAK) has completed the investigations and sent three people to trial, one of whom is former guard Zef Mali, accused of committing the criminal offense of "Exercising illegal influence over persons exercising public functions."

Defendants include former guard Mali's associate, Kreshnik Domi, and Jemine Çoku - who are accused of the same criminal offense.

According to SPAK Zef Mali, in collaboration with Domi, they demanded and received 20,000 euros from the defendant, Jemine Çoku, promising to help her expedite the procedures and legal actions for the extradition of her brother, Kujtim Çeliku, from Turkey to Albania.

The Special Prosecution Office against Corruption and Organized Crime completed the investigations and has sent to the Special Court of First Instance the request for the trial of criminal proceedings no. 196 of 2025, against the defendants:

Zef Mali, accused of committing the criminal offense of "Exercising unlawful influence over persons exercising public functions", in collaboration, provided for by articles 245/1, paragraphs 4 and 25 of the Criminal Code.

Kreshnik Domi, accused of committing the criminal offense of "Exercising unlawful influence over persons exercising public functions", in collaboration, provided for by articles 245/1, paragraphs 4 and 25 of the Criminal Code;

Jemine Çoku, accused of committing the criminal offense of "Exercising unlawful influence over persons exercising public functions", provided for by Article 245/1, paragraph 2 of the Criminal Code.

The investigations for this criminal proceeding were initiated based on acts that were referred by the Police Supervision Agency, Tirana.

Through investigative actions, the use of special investigation methods and the administration of evidence, the criminal fact was documented, according to which the defendant, Zef Mali, in collaboration with the defendant, Kreshnik Domi, requested and received from the defendant, Jemine Çoku, an irregular benefit of 20,000 (twenty thousand) euros.

At the time Zef Mali committed this act, he was serving as an officer of the Force Management Headquarters in the Republic Guard and Kreshnik Domi was a social connection of his.

According to the investigations, they promised and assured the defendant Jemine Çoku that they would exert illegal influence on officials of the Ministry of Justice, to pursue the procedure for the transfer to Albania of her brother, Albanian citizen Kujtim Çeliku, sentenced to imprisonment in the Republic of Turkey to serve the remainder of his sentence.

Specifically, from January to October 2025, during which the convicted person's transfer procedure was ongoing, defendants Zef Mali and Kreshnik Domi maintained constant contact with defendant Jemine Çoku and other family members of hers, assuring them that they had the opportunity to influence officials of the Ministry of Justice to carry out the convict's transfer procedure.

For this purpose, the defendant Jemine Çoku gave the defendants the amount of 20,000 euros as an irregular benefit.

During the investigation, it was also revealed that the Ministry of Justice has initiated legal proceedings to transfer the Albanian citizen, Kujtim Çeliku, to serve the remainder of his sentence in Albania.
