'Balluku' issue, DP requests meeting of the Council on Immunities on
Belinda Balluku

The Democratic Party, through a request, has requested that a meeting of the Council of Immunities and Mandates be held on Tuesday, January 6, 2026 at 11:00 AM, to pave the way for the arrest of the Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku.

It is learned that the Democratic MPs will appear before the Assembly presidency tomorrow, but the majority will refuse to appear.

This is the fourth time that the Democrats of this council have requested the lifting of Balluk's immunity.

We recall that the meeting of December 19, 2025, after 5 hours of debate, closed without agreeing on the date of the next meeting, where the request for lifting immunity will be discussed, after all members of the council and the accused party have been familiarized with the voluminous material with evidence and arguments that have been filed by the prosecutor in the case.

Balluku's lawyer, present at the meeting, requested 3 weeks to familiarize himself with the material received from SPAK, and the majority, with the argument that the defense should be given time to prepare, but also to await the decision of the Constitutional Court on the Prime Minister's appeal regarding the conflict of competences with the special structure, decided that the meetings should be convened after January 22.

The investigations against Balluk are related to several infrastructure procedures. She is accused of violations in the Llogara Tunnel tender and is under investigation for the seven lots of the Grand Ring Road.

The Council on Mandates and Immunity is the parliamentary body that reviews requests from the prosecution to lift the immunity of MPs and members of the government with a parliamentary mandate.

The procedure includes hearings, reporting, and then voting in plenary session.
