NAME/ THREE MILLION EUROS of profits from oil smuggling in Greece, ALBANIAN
Sulkaj Union

Businessman  Bashkim Sula , 66 years old, born in Fier and residing in Tirana, and his driver Astrit Delilaj , 67 years old, are the two Albanians arrested by the Greek police in an operation spread throughout Greece against oil smuggling.

The Greek police officially declare that they have begun cooperation with Albanian authorities to uncover the connections of this network in our country.

Businessman Sulkaj turns out to be the owner of fuel stations in Maliq and Tirana, while through Greek documents, he is also a resident of Thessaloniki.

According to the investigative file, since the beginning of 2025, Greek Thomas Stefanakos formed and led a criminal organization, divided into two sub-sectors, led by Bashkim Sulkaj and Mario Koutoula.

This organization collaborated with still unidentified persons in Albania, Bulgaria and Poland.

During the investigation, it was discovered that since the beginning of 2025, the organization has earned around 3,000,000 euros, taking into account the quantities of smuggled and counterfeit fuel and the interference-change of measuring devices in the input-output system at a percentage of their choosing.

According to the investigative file, among other things, fuel smuggling through Kapshtica customs was also discovered.

“Purchase – systematic supply of large quantities of unleaded gasoline (a total of 38 supply cases), where since the beginning of 2025, at least when the activity of the organization is identified, the total traded quantity reached 1,338,809.5 liters of the above product, while on 02.09.2025 there were a total of 5 open export declarations and a total quantity of unleaded gasoline of 176,849.89 liters (130,836 kilograms) from either the Romanian company “ROMPETROL RAFINARE SA” or the Bulgarian company “SAKSA -OOD”, without finding equivalent stocks during the investigations carried out on 02/09/2025 (reinforcing the findings that the aforementioned quantity had already been distributed to members of the central core of the organization) transportation in our country using tanker vehicles, which were owned, as the case may be, by the local company named “AMELA DEVELOPMENT AND MANAGEMENT OF REAL ESTATE TRADE PETROLEUM SA”, with activity of transporting oil products by tanker vehicles, with a non-owner driver managed by Bashkim Sulkaj, who is the President and Managing Director of the aforementioned legal entity), as well as for an Albanian company [trailer with license plate AB2130J and trailer with license plate AAR084 – liquid fuel tanker with load 32720], falsely declaring in the export declarations and in the accompanying documents (invoices and bills of lading) to the Romanian and Bulgarian customs authorities [Export Customs – Sofia Customs]. (Sofia-Žapad) in Bulgaria and Vama Veche Customs (Vama Veche Negru Voda) in Romania], as well as to the local customs authorities (Exit Customs – Krystallopigi Customs (Kapshticë) – that the destination – recipient of the products was allegedly an Albanian company (“JAMB SH.A”), with which it was found that the aforementioned person was connected. The concept of the false declaration consists in the fact that the completion of the exports was carried out under pretext, since, methodically and according to the instructions of Bashkim Sulkaj, the tankers used for this purpose, with their drivers Georgios Karakatsidi and Astrit Delilaj, passed through the Kristallopigi Customs (Kapshtica), loaded with energy products (probably liquids, with the name “OLIO LUBRIFICANTE 70N” and tariff number 27101999″), i.e. of a different category and tariff type from the cargo declared in the relevant export declaration (these are products that are not subject to excise duty). In particular, for the completion of the exports in relation to the quantities of unleaded gasoline, instead of exporting the quantity of the aforementioned product indicated in each declaration, quantities of liquids (diesel oils) coming from a supplier company based in Italy, which is suspected of reasonably be “KAPPA GROUP SRL” and the recipient was the Greek company “AMELA REAL ESTATE DEVELOPMENT AND MANAGEMENT PETROLEUM TRADE SA”.

Therefore, although the above-mentioned liquid shipments were intended for distribution on the Greek market, they were ultimately transported to Albania, falsely declaring that it was unleaded gasoline, while it is worth noting that the aforementioned domestic company did not declare to the Greek tax authorities the respective quantities of products purchased from the Italian company, much less that they were to be exported to Albania.

More specifically, as regards the method of action, carefully and according to the instructions of Bashkim Sulkaj, after the respective return from Italy of the tankers owned by “AMELA REAL ESTATE DEVELOPMENT AND MANAGEMENT PETROLEUM TRADE SA” and the company “JAMB SH.A”, based in Albania, either on the same day or after a few days from the loads they brought to the facility in Sindos, they would leave it and then arrive at the cross-border point of Kristallopigi (Kapshtica), through which they would pass (physical transit) loaded with petroleum oils, instead of gasoline, without carrying out a physical customs control of the goods and they methodically managed to ensure that the tanks of the aforementioned tanker vehicles contained a type of product different from that indicated in the export declaration (and in the accompanying documents) and consequently a tariff category different from that declared at the Customs Office of exit – the Customs Office of Kristallopigi, with the aim of closing the declarations of pending export in relation to quantities of unleaded petrol from a Romanian/Bulgarian company to an Albanian company [i.e., a fictitious export of consignments, possibly quantities of “70N” petroleum oils, with tariff number 27101999″, was carried out, which were supplied by the above Italian company, consignments for which the local company “AMELA REAL ESTATE DEVELOPMENT AND MANAGEMENT PETROLEUM TRADE SA” was falsely declared as the consignee in the accompanying documents”.
