Vlora Hyseni, who had been at the head of the State Intelligence Service for more than 3 years, was placed under security measures by the Special Court, suspected of 2 criminal offenses, that of supporting the perpetrator of the crime and revealing secret acts or data.
The investigation is part of a proceeding initiated earlier, and the measures against Hyseni were made public while she was in Baku, on a working visit. But for security experts, SPAK had to find another institutional way to simultaneously guarantee the investigation and protect the service's reputation.
"I would not agree with such a course of action in terms of the reputation of the service. These are acute problems. Another way of solving it would be to ask him to resign. Regardless of the situation, this event does not eclipse the work of the service. Vlora Hyseni, at the head of this service, has received international praise," said security expert Xhavit Shala.
The allegations of leaking classified information are particularly sensitive. But up to this stage, it is a question of suspicions of the investigation and not a final finding of guilt. For this reason, according to the security expert, a connection should not be automatically made between the investigation against the director and the functioning of the entire service.
"I don't think that information that compromises national security was sold. Not to oversimplify it, but I think it's a mix of personal and emotional relationships with the function," said security expert Xhavit Shala.
Meanwhile, the exposure of a SHISH director under security guard on charges that include state secrets inevitably brings about another need: clarification from international partners and ensuring that security mechanisms continue to function without undermining mutual trust.
"There is a need for an internal investigation of the institution and to clarify the partners, it is very important that the partners remain clarified. We are members of NATO," said security expert Xhavit Shala.
The investigation will now clarify the concrete responsibilities of Vlora Hyseni and especially the urgency for the measure of house arrest. Meanwhile, SHISH will continue its functioning and cooperation with international partners with a new appointed leader. (TCH)
